The Investment for Business Resilience (IBR) Activity, formerly known as FSR, is a five-year program funded by the United States Agency for International Development (USAID) and implemented by DAI Global LLC. The purpose of the IBR Activity is to support systemic changes in Ukraine’s economy and increases the supply of finance available to Ukrainian businesses. IBR aims to transform the country’s financial sector into a well-functioning and competitive market that is aligned with European Union standards and integrated into international financial systems, while directly providing financing to enterprises for sustained economic growth.
IBR is organized into four thematic areas:
- New Investments Facilitation for Enterprise Growth
- Deepened Private Sector Financial Intermediation and Expanded Private Finance
- Improved Market Regulation and Financial Infrastructure
- Enhanced Transparency and Communications about Financial Sector Reform.
THE IBR IS LOOKING FOR CANDIDATES TO FILL IN THE PROCUREMENT OFFICER POSITION, LTTA IN KYIV.
PURPOSE OF THE ROLE:
The Procurement Officer plays a pivotal role in ensuring integrity, fairness, and openness in procurement processes as well as adherence to USAID and DAI rules and regulations. The Procurement Officer is responsible for proficiently assisting in the administration of a sizable and complex array of procurement and contracting across a variety of industry sectors, managing solicitations and conducting price/cost/reasonability analyses, and performing any other related duties as assigned.
OBJECTIVES AND DUTIES:
- Conduct and oversee procurements, including large-scale commodities and services, events, office needs, etc.
- Assist in managing solicitations of bids and quotes from vendors in adherence to policies, approved requisitions, and procurement plans.
- Conduct price/cost reasonability analysis.
- Lead evaluation committees.
- Assist with post-award management of purchase orders/subcontracts.
- Maintain electronic procurement records & files in required DAI systems and ensure they include all necessary documentation and are “audit ready”.
- Support Subcontracts and Procurement Manager to track procurement activities and delivery status of goods and services.
- Maintain vendor database, contacts, and pre-qualification lists.
- Ensure that beneficial, ethical, and open vendor relationships are created and maintained according to procurement policies.
- Ensure DAI/USAID and FAR policies and procedures are followed and enforced.
- Help project staff become more familiar with DAI procurement policies and procedures.
- Perform other related duties as required.
QUALIFICATIONS:
- Minimum of 3 years’ experience in procurement in an international, public or corporate organization.
- Demonstrated record of achieving results in procurement management with international development programs.
- Prior experience with USAID-funded projects is strongly preferred.
- Fluency in English and Ukrainian is required.
- Strong interpersonal skills and written and oral communication skills.
- An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus.
- Strong computer skills (MS Office suite) required.
