OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme.

  1. Support the Supply Chain Officer in procurement and contracting activities for WHO Country Office incident management system. This includes preparing cost estimates and procuring equipment and supplies locally and submitting international orders. All procurement is done through the WHO Global Management System (GSM).
  2. Review and process in close coordination with the original requester all procurement requests received from WHE, the incident management team, WHO sub-offices, and occasional requests from non-emergency colleagues (approved by the Admin Officer); Assure quality of the draft Adjudication Reports (ARs 1st draft by original requester) and edit as necessary and verify with original requester.  Utilize the eSMS ERP online system used by the UKR CO to track/approve  all supplies from request to final distribution; Assure compliance with contract specifications on the various contractual documents;; authorize the payment of suppliers and freight forwarders invoices in coordination with the Supply Chain Officer and the WHE Operations Officer.
  3. Work with the Supply Chain Officer for  the preparation and distribution of Requests for Quotations (RFQ) and invitations for bids (ITB) and requests for quotation to qualified local suppliers. Review offers and provide input on contract awards, in compliance with the WHO standards, policies and procedures.
  4. Assist the Supply Chain Officer to update the local suppliers’ database, prepare suppliers’ performance evaluations, identify suppliers who repeatedly fail to comply with the terms and conditions of their contracts and report to Supply Chain Officer to take appropriate actions.
  5. Assist the Supply Chain Officer to identify and assess appropriate suppliers for Long Term Agreements (LTAs). 
  6. Provide prompt notice of PO contract issuance (in accordance with the OSL team workflow) to the Inbound Shipping Officer
  7. Update on daily basis relevant information in the OSL Supply Chain Tracker Workbook.
  8. Assist Supply Chain Officer to prepare claims for lost, damaged or incorrect shipments and assist in obtaining settlements as necessary; Support the Supply Chain Officer in coordinating the resolution of claim issues with suppliers concerning their non-compliance with contractual terms and conditions.
  9. Become expert in the use of the eSMS (electronic Supply Management System ERP) to provide support to technical programme staff, and assure system accountability for approvals and clearance for all goods procurements. and reports.
  10. With support from the OSL Lead and the Supply Chain Officer, and with contributions from the OSL teammates, draft the weekly OSL  report, compile all relevant data for the weekly KMDA report, and send the updated logistic data to the information unit in the CO that maintains the OSL Power BI dashboard. 
  11. Perform any other related incident-specific duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in business or public administration, procurement, logistics, information technology, pharmacy or a  field related to purchasing, from a recognized university.
Desirbale: A relevant Master’s degree or professional qualification in procurement from an accredited/ recognized institute.

Experience

Essential: At least one year of relevant experience in procurement operations.
Desirable: Expert knowledge of WHO GSM system; Experience in vender research and contracting ; knowledge of accounting principles related to funding awards; Prior humanitarian working experience with WHO, other UN agency, health cluster partners, recognized humanitarian organizations or with an  international non-governmental organization.

Skills

Thorough knowledge in supply operations and procurement services.
Quick to learn ERP online procurement and supply management systems.
Excellent organizational and analytical skills with the ability to coordinate activities and multitask.
Excellent interpersonal skills with ability to negotiate with and convince officials with tact and diplomacy.

Use of language skills

Essential: Excellent knowledge of Ukrainian, Russian, and English. 
Desirable: Working knowledge of another WHO official language would be an asset.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 28,742 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
