Department Overview

Pact Inc, is implementing a USAID-funded Project Community Action for HIV Control. The Project goal is to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing and linkage to care among key and priority populations. The Project started program activities under the new direction “Restoring access to medical services”. The implementation of the specified direction of the Project will allow to restore access to basic medical, mental and psychosocial services in selected communities of Kyiv, Zhytomyr and Chernihiv regions to mitigate morbidity to emerging war-related health conditions and interrupted access to medical and MHPSS services.

Position Purpose

In conjunction with other Team members, he/she will administer the portfolio of program activities aiming at restoration and facilitation access to community-based MHPSS services in selected regions and strengthen the capacity of existing NGO partners to screen and refer KP clients to GBV and MHPSS services. Program officer will contribute to building alliances with regional health and social departments, local leaders and non-government organization and advocating on services’ restoration. Primary tasks range from direct technical assistance to assist grant management, review and analysis of activities in the field while actively contributing to the overall growth and strategic development of Project success as well as provide support to local partners to further advance Ukraine’s progress towards overcoming negative impact of war.

Key Responsibilities:

  • Develop and implement the Project’s comprehensive activities, aiming at restoration of mental health services and support mental health system recovery in selected regions with the focus on GBV activities;
  • In cooperation with the Project team to develop and strengthen the capacity of existing non-governmental organization partners to screen and refer KP clients to GBV and MHPSS services;
  • Develop and maintain relationships with major stakeholders and international organizations working in the area of MHPSS and GBV.
  • Provide technical and strategic guidance to the Project subawardees in the areas of MHPSS and GBV.
  • Enhance coordination and cooperation with international organizations and implementing partners engaging in MHPSS and GBVand with existing coordination structures like the Health Cluster, MHPSS and GBV technical working groups, and GOUled coordination under the First Lady’s Initiative.
  • Adapt technical and strategic priorities for programming shifts to address rapidly changing needs and to ensure continuation of programming for health system resilience and recovery, particularly increased access to MHPSS and GBV services in war-affected areas
  • Support development, tracking and reporting of performance indicators for MHPSS and GBV programs. Conduct monitoring of Project activities aiming at restoration of mental health services and support mental health system recovery;
  • Prepare reports and analyses of program activities;
  • Seek endorsements and communicate with Health Service Restoration Advisor on regional progress of program activities;
  • Ensure high-quality technical programming through participatory methodologies, cocreation, and contextualization using developed approaches and tools;
  • Initiate and coordinate the development of materials and processes for mental health areas/topics identified as needed for local partners, including trainings, mentoring and coaching, partners peer learning and other methodologies;
  • Conduct periodic review/mapping of the technical and organizational strengths/assets and needs that exist among the partners;
  • Represent the Project in technical meetings, conferences, and coordination platforms;
  • All other duties as assigned.

Basic Requirements:

  • Master’s degree in medicine, public health, psychology, social sphere or other relevant fields (or an equivalent combination of relevant experience or training);
  • Demonstrated experience in MHPSS, GBV;
  • High-level interpersonal and communication skills, as well as proven ability to maintain communication with the vendors and recipients;
  • Good level of English, Ukrainian, both written and oral.

Preferred Qualifications:

  • Demonstrated experience of work in international organizations, preferably donorfunded Projects;
  • Outstanding expertise in organization and training for MHPSS is an advance;
  • Proven interpersonal skills and ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
  • Minimum of 3 (three) years’ experience in mental health care / social field;
  • Experience in development and/or implementation of the mental health program will be an advantage;
  • Ability to multi-task and prioritize tasks.
