In Ukraine, UNDP has been working since 1993 with the Government and local authorities, with partners across the UN system, with civil society and with local communities to help identify and develop targeted solutions to the country’s development challenges.  We work in close collaboration with several key ministries, departments and agencies in a robust, integrated manner in three thematic priorities/portfolios:

  1. Inclusive Development, Recovery and Peacebuilding,
  2. Democratic Governance, and
  3. Energy and Environment.

Since 24 February 2022, complex humanitarian, development, and peace challenges have been emerging in Ukraine, underscoring the importance of programming that responds to the multiple dimensions of the crisis. In April 2022, UNDP launched the Resilience Building and Recovery Framework  for Ukraine grounded in working in close partnership with various government and development partner. The need for enhanced crisis/emergency coordination and response planning between the central government, the oblasts/rayons and other stakeholders (international community, CSOs, private sector) is becoming more and more critical for Ukraine to ensure delivery of services and build stronger resilience of the receiving/host communities and of the displaced. 

In this context, UNDP within the framework of its Resilience Building an Recovery programme is recruiting a professional with relevant experience and a track record for the position of aProgramme Analyst.

The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance for any kind of discriminatory and abusive behavior, including sexual harassment, sexual exploitation and abuse. The Programme Unit works to support achievement of UNDP strategic objectives to create a world where people and planet thrive together, and to help the Country Office act with both ambition and scale to address urgent problems facing the country as well as global climate deteriorating conditions. Programme staff assist the Country Office in formulating and implementing programme strategies that go beyond solving immediate development challenges to create future smart and integrated systemic changes in resilience and capacity building within the country.

Job Purpose and Organizational Context

Under the guidance and direct supervision of the Team Leader of the IDRPB portfolio and working closely with the other programme staff, the Programme Analyst, focuses on the overall quality assurance of the Inclusive Growth and Recovery focal area. Notably, the Programme Analyst plays an important role in analyzing political, social and economic trends, coordinating risk analysis and mitigation strategy and participates in the formulation, management, implementation and evaluation of the UNDP Ukraine CO programme activities in this regard, generating analytics and reviews that measure quality standards and identifying potential trouble areas.

Analysis and advice provided by the Analyst are focused on design, delivery as well as systems, tools and work methodologies that impact quality and effectiveness of the country office.  The Programme Analyst systematically reviews new approaches for viability and acts as a sounding board for both technical rigor and performance standards and ensures the transfer of knowledge between the two main pillars of the portfolio.

S/he works in close collaboration with programme and operations colleagues as well as the quality assurance and reporting team.  S/he liaises with programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.  The incumbent will also endeavor to contribute to collaborative policy discussions under the oversight of senior management, with project staff to ascertain emerging needs in the thematic area as well as opportunities to capitalize on new or innovative programme strategies as well as to ensure coherence of programme strategies and activities.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities

1.)  Contribute to the formulation and implementation of programme strategies and policies.

  • Provide inputs to thorough analysis of the political, social and economic situation in the country; provides collaborative inputs to the UN Common Country Assessment and Sustainable Development Cooperation Framework (UNCCA and UNSDCF) as well as to the preparation/revision of the Country Programme Document (CPD), Integrated Work Plan (IWP) and other strategic documents.
  • Provide inputs to operationalize UNSDCF/ CPD in collaboration with the main partners and other UN Agencies.
  • Ensure implementation of relevant programme Standard Operating Procedures (SOPs) to ensure the effectiveness CO business processes. 
  • Analyze and synthesize proposals on the Inclusive Development, Recovery and Peace Building of UNDP Ukraine programme activities. 

2.)  Participate in effective management of the CO programme within the assigned thematic/sector areas focusing on quality assurance and risk management from formulation to implementation of the country programme. 

  • Provide input to design and formulation of CO programmes, translate UNDP priorities into local interventions, and oversee programme implementation with the implementing partners within the assigned programme areas. Ensure that design and formulation of programme considers societal digital technology risks and opportunities and other future signals.
  • Oversee planning, budgeting, implementation and monitoring of the assigned programme areas; and track use of financial resources in accordance with UNDP rules and regulations. Ensure digital technology solutions in programme implementation are managed towards scalability and sustainability in line with UNDP’s digital standards.
  • Ensure effective application of results-based management tools and track achievement of strategic results.
  • Ensure the effective use of data in programme implementation, across the data lifecycle; and support effective monitoring, evaluation and learning on programme impact. 
  • Provide inputs to trends analysis for future informed and anticipatory programming.
  • Support preparation for audits and the implementation of management responses.
  • Prepare inputs for reporting, including donor and corporate reports.
  • Support the rollout of new initiatives and programmes including through presentation of the project to PAC, finalize contribution agreements, and determine required revisions. 

3.)  Support creation of strategic partnerships and implementation of the CO resource mobilization strategy.

  • Support development of partnerships with the UN Agencies, international financial institutions (IFIs), government institutions, donors, private sector (if applicable to CO), and civil society in assigned programme/ thematic areas.   
  • Provide input in Identifying strategic programme areas of cooperation, including for joint programming. 
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identify opportunities for initiation of new projects, and support Country Office resource mobilization efforts.
  • Contribute to development of portfolios and Country office pipeline including through the design of Programme/Project documents, concept notes, proposals and cross-sectoral coordination in assigned areas to bring resources for projects.

4.) Support Provision of top-quality advisory services to the Government and facilitate knowledge building and management. 

  • Identify policy-driven issues; and identify and compile best practices and lessons learned directly linked to programme country policy goals.
  • Support establishment and strengthening of national and international advocacy networks. Implement relevant, high -impact advocacy with key partners. 
  • Support development of policies and institutions to address country problems and needs in collaboration with the Government and other strategic partners. 
  • Ensure that policy advisory contributes to inclusive societal digital transformation and takes digital technology risks and opportunities or futures signals into account. 
  • Provide sound contributions to knowledge networks, communities of practice, and digital knowledge platforms.
  • Organize training for the operations/ projects staff on programme related matters on thematic areas pertaining to the programmatic focus of the portfolio (inclusive growth, recovery, area-based development etc, both for UNDP Ukraine staff and national partners.

Required Skills and Experience 

Education:

  • Advanced university degree (master’s degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related field is required or 
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree 

Experience:

  • Up to 2 years (with master’s degree) or 2 years (with bachelor’s degree) of relevant experience at the national and/or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development portfolios and projects in the area of inclusive growth, economic development, local governance, recovery or peacebuilding or related field.   
  • Experience in the use of computers, office software packages (MS Word, Excel, etc), database packages, and web-based management systems such as ERP
  • Experience in working on the implementation of programme strategies within inclusive growth or recovery, is an advantage. 
  • Experience in programme management and project quality assurance, is an asset. 
  • Hands-on experience in programme management/policy implementation in an international organization, government institution or NGO is an asset. 
  • Solid knowledge of financial planning, management and oversight of projects/programmes is an advantage.
  • Experience in design, conduct, and applying needs/contextual assessments and analyses in Inclusive Growth or Recovery Sector is an advantage. 

Language requirements

  • Fluency in the UN language of the duty station (English) is required
  • Fluency in the national language of the duty station (Ukrainian) is required for local staff
  • Knowledge of another UN language is desirable
