Programme Component Manager (full-time, Kyiv)

The project «Skills4Recovery» is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The political partners are the Ministry of Education and Science of Ukraine and the Ministry of Economy of Ukraine. 

The objective of the project «Skills4Recovery» is to increase the availability of a qualified workforce for the Ukrainian recovery process. The provision of qualified labor in sufficient numbers is based on creating adequate educational opportunities for all people of working age – this includes initial education for young people and further education for adults.

Responsibilities:

  • Supervision of a team of national staff coordinating the activities on the national, regional and local levels;
  • Coordination of procurement of services and goods as well as management of grant agreements;
  • Communication with political and implementing partners on national and regional levels;
  • Support planning, monitoring and reporting of project activities.

Tasks:

The Programme Component Manager performs the following tasks:

  1. Supervision of component team

- Develops strategies and plans for the implementation of the component;

- Supervises staff in the planning, implementation and monitoring of activities;

- Ensures quality of implementation;

- Deputises the project coordinator in communication with the commissioning party and political partners.

  1. Procurement and Financing

- Develops ToR and supporting documents for the procurement of services and goods in cooperation with staff members;

- Coordinates the establishment of grant agreements with implementation partners;

- Communicates with the service unit of the cluster, country office and head office.

  1. Planning, Monitoring, Reporting

- Supports the planning, monitoring and reporting processes;

- Coordinates internal and external meeting formats.

  1. Communication

- Communicates with political and implementing partners on national, regional and local levels;

- Develops a strategy for the project communication and coordinate its implementation with the Monitoring Advisor.

Required qualifications, competencies, and experience:

Qualifications

  • Master’s Degree in Economics, Social Sciences, or equivalent qualification preferably with a focus on the labor market and employment promotion.

Professional experience

  • At least 5 years of professional experience in employment promotion and/or vocational training and/or international organizations.

Other knowledge, additional competences

  • Readiness to frequent business trips (depends on security situation);
  • Ability and experience to work in a political environment;
  • English and Ukrainian are required. Knowledge of German would be an advantage;
  • Experienced working in an international team;
  • Good self-organization skills;
  • Customer and service-oriented attitude;
  • Ability to work under pressure;
  • Good working knowledge of ICT technologies and computer applications (e.g., MS Office);
  • Willingness to upskill as required by the tasks to be performed.

Employment conditions

Full-time position with 40-hours working week until 30.06.2026. Starting in November 2023. The place of assignment is Kyiv.
