 Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “IKI Interface Project Ukraine: “Supporting Ukraine towards Ambitious and Integrated Climate Policy (GreenUkraine)” to fill the position:

Programme Component Manager (Climate Change) (full-time, Kyiv)

(internal SAP code: Programme Component Manager)

The project aims to deepen the Ukrainian-German climate cooperation for achieving progress in the implementation of climate and biodiversity goals of Ukraine on it’s way to the EU. In its function as the IKI interface for Ukraine, the project supports networking, knowledge exchange and specifically the cooperation between German und Ukrainian climate policy makers through facilitating and building of strong networks. Proposed stakeholders included in formats or dialogues on climate related topics of the IKI Network in Ukraine are Civil society groups, the private sector, the IKI Implementing organisations in Ukraine and the German-Ukrainian Energy Partnership.

A central aim of the project is the support of Ukraine with the upcoming 2025 NDC (Nationally Determined Contributions) and beyond. Furthermore, the latest strategy documents in the area of biodiversity date back to 2016 and need to be further and continuously updated where the project want to offer support to strengthen MEPR’s (Ministry of Environmental Protection and Natural Resources of Ukraine) monitoring and management capacities for biodiversity conservation (e.g. NBSAPs).

The Ukrainian Climate Office (UCO) as part of the project aims to facilitate the implementation of the climate policies laid down in e.g. the updated NDCs, NBSAPs and other documents.

Area of Responsibilities:

  • Coordinate and support the Ukrainian Government in the update of the Nationally Determined Contributions (NDC) for 2025, ensuring that climate targets are ambitious, achievable, and aligned with international commitments.
  • Work closely with relevant ministries, agencies, and stakeholders to gather data, assess current emissions, and identify opportunities for mitigation and adaptation measures to be included in the updated NDC.
  • Facilitate stakeholder consultations and engagement processes to ensure broad participation and buy-in for the updated NDC, including civil society organizations, business representatives, and regional authorities.
  • Provide technical expertise and support to develop robust methodologies for monitoring, reporting, and verifying progress towards NDC targets, in accordance with international standards and best practices.
  • Monitor and evaluate the implementation of NDC measures, identifying barriers and opportunities for enhancing effectiveness, and providing recommendations for adjustments or improvements as needed.
  • Coordinate with international partners and donors to leverage support and resources for the implementation of NDC measures, including climate finance mechanisms and capacity-building initiatives.
  • Prepare regular progress reports, technical documents, and policy briefs to communicate the status of NDC implementation and achievements to relevant stakeholders, including government officials, donors, and the public.

Requirements:

  • Bachelor’s or Master’s degree in environmental science, climate studies, sustainability, or a related field.
  • More than 10 years of proven experience in working closely with NDC-relevant stakeholders and Ukrainian ministries and in-depth involvement in processes and topics of Ukrainian climate pathways.
  • Strong understanding of international climate frameworks, such as the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, as well as Ukrainian realities of mitigating of and adapting to climate change.
  • Excellent communication, coordination, and stakeholder engagement skills.
  • Fluency in Ukrainian and English languages, both written and spoken. Knowledge of German is an asset.
  • Ability to work effectively in a multicultural environment and collaborate with diverse stakeholders.

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kyiv. The duration of contract is until 31.03.2029. The assignment starts as soon as possible.
