HEKS/EPER is looking for the Programme Officer in Odesa
The Programme Officer works under the supervision of the Field Team Lead for delivering emergency services to people in need and managing short-term assistants and volunteers. He/She is responsible for supporting the networks and resources necessary for carrying out the programs and actively participating in the mission’s design and implementation safely and effectively in the job’s territory. Base in Odesa.
Tasks and responsibilities
- Programme design and delivery: He/She works on the design and delivery of HEKS emergency programming in the area of operation. He/She helps the HEKS team in the program development, ensuring the critical components for the successful delivery are in place.
- Safety & context: He/She assists with safety management and applying safety standards, monitoring the context, and reporting daily to the country office. He/She provides a short written briefing on security and humanitarian needs each morning. In case of a critical situation, he/she immediately communicates necessary information to the direct supervisor.
- Supplies: He/She supports supply chains and coordinates deliveries for response operations.
- Procedures: He/She works accordingly to HEKS procedures, and logistical tools established during the mission are respected.
- Functioning of the bases: He/She supports the basic functioning of the field base and any logistical or supply hubs.
- Representation: Per the supervisor’s request he/she represents the HEKS mission in the region amongst local partners, authorities, and different local actors involved in the logistics and the safety of the mission when necessary.
- Coordination: He/She coordinates with other humanitarian actors and relevant authorities in the region.

- Support in establishing field operations in the target location
- Propose response modalities and logistical solutions for delivering critical aid to those most in need.
- Support in setting up procurement, supply chain, and delivery modalities for the response.
- Identify and help manage local resources and assure transparent processes
- Follow and report on contextual developments – input into strategic planning
Languages:
- Fluent Ukrainian and English (written and spoken)
