Вакансія: Project Coordinator

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Ukraine is seeking a qualified professional for the project “Financing Energy for Low-Carbon Investments Cities Advisory Facility Eastern Partnership and Central Asia Programme (FELICITY II)” to fill the position:

Project Coordinator (full-time, Kyiv or Lviv)

(internal SAP code: Energy Advisor)

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is implementing technical assistance projects funded by the Germany Federal Ministry Economic Affairs and Climate Action (BMWK) through the International Climate Initiative (IKI). The focus of the projects concerned is creating of pre-conditions for investments and low-carbon transformation of municipal utility infrastructure and energy efficient modernization of municipal residential sector.

The project Financing Energy for Low-Carbon Investments Cities Advisory Facility Eastern Partnership and Central Asia Programme (FELICITY II) creates pre-conditions for investments in low-carbon urban infrastructure in participating countries of the Eastern Partnership and Central Asia as well as induces transformative changes at the subnational level for Nationally Determined Contributions (NDCs) implementation. During the initial stage, FELICITY II focuses on two sectors in Ukraine: water and wastewater and residential energy-efficiency. FELICITY II benefits from an integrated approach, combining EIB’s financing expertise and GIZ’s technical assistance and capacity development capabilities.

Project Coordinator is needed to support the project team in coordination of project activities between partner municipalities, utilities, internal and external consultants and other actors. The main project activities are related to the strengthening of the regulatory framework and to increasing of technical and institutional capacities of municipalities in planning the energy efficient reconstruction of residential buildings, partially damaged during the full scale russian aggression, as well in modernisation of the water and wastewater infrastructure.

Responsibilities:

In agreement with project management:

  • Coordination support for the team of the country component Ukraine, FELICITY II Programme.
  • Coordination of the project activities related to the cooperation with partner – municipalities in planning and preparation of energy efficient reconstruction of multi-family residential buildings in cooperation with external and internal consultants, and if foreseen other GIZ projects.
  • Coordination of the project activities related to the cooperation with partner – utilities in water and wastewater sector in planning and preparation of investment projects in cooperation with internal and external consultants, and if foreseen other GIZ projects.
  • Coordination in preparation and structuring of capacity development measures with municipalities in cooperation with external consultants and if foreseen other GIZ projects.
  • Scheduling and support in organizing project experts in their fields of activities, coordination of national and international experts on sites.
  • Monitoring of assignments conducted by external consultants and ensuring deliverables in timely manner and in a high quality.
  • Ensuring good communication and information sharing within the project.
  • Support of the project management in the preparation and execution of contracts (preparation of ToR and acceptance of local services), cooperation with procurement departments.
  • Supporting the project management in organizational matters.
  • Interpretation and translation as needed.
  • Organization and coordination of project events.

Required qualifications, competences and experience:

Qualifications

  • Masters/MSc in energy or natural resource management, management, economics or a closely related discipline.

Professional experience

  • At least 5 years professional experience in municipal infrastructure sectors, energy, water or natural resource management in Ukraine, preferably in the international development cooperation sector.
  • Work experience with national, oblast and local level and international organisations.
  • Preferably experience in working in the context of municipal energy efficiency planning.
  • Experience in coordination of multi-stakeholder projects.
  • Understanding of regulatory policies and tariff methodologies in water / wastewater and / or energy sectors.
  • Excellent communication skills.

Competencies

  • High proficiency in written and spoken Ukrainian and English. Good working knowledge of ITC technologies and applications (e.g. MS Office).
  • Basic understanding of technical assistance specifics in a local context in Ukraine.
  • Keen interest in the field of international cooperation for sustainable development in Ukraine with particular focus on climate action and energy efficiency.
  • Work experience in dealing with international teams.

  • Readiness and ability to quickly learn on new topics, including technical features.
  • Ability to self-responsibly organize and implement assigned work and responsibilities.

Employment conditions

Full-time position with 40-hours working week. The contract duration is until December 2026. Duty station is either Lviv or Kyiv, remote place of work within Ukraine during martial law is possible.
