Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Development of service structures and training capacities for psychosocial support in Ukraine”, to fill the position:

Project Coordinator (full-time, Kyiv)

(internal SAP code: Crisis, Conflict, Disaster (incl. Emergency Aid, Peace, Security, Flight and Migration) Specialist)

On behalf of the German government, GIZ Ukraine strengthens structures for psychosocial services in Ukraine since May 2019 within the scope of the project “Developing Service Structures and Training Capacities for Psychosocial Support in Ukraine”. GIZ is working with regional and municipal administrations, as well as non-governmental organizations and local universities, to incorporate psychosocial services for most vulnerable groups. Psychologists, psychotherapists, social workers, and specialists are receiving training to deepen their core skills, thus expanding counselling and support services. Cooperation among Ukrainian and international actors is also being strengthened to create synergies and use resources more efficiently. Additionally, young professionals, such as psychologists and social workers, will benefit from the introduction of new concepts in education, which will increase the reach of psychological and psychosocial services in Ukraine in times of war. The Project is looking for a national project coordinator in Kyiv with extensive practical experience in working in multi-stakeholder-environments Work experience with GIZ projects is a strong asset.

Key responsibilities:

  • implementation of the project goals and activities agreed upon with the Project Director;
  • innovation and knowledge management as well as results based monitoring;
  • counselling and guiding of external partners regarding financial standards and management of different types of contracts in accordance with German and Ukrainian law and GIZ regulations.

Tasks:

Project Management and Coordination

  • independently planning and implementing assigned sub-projects in close coordination with the Project Director;
  • independently controlling and monitoring the budget of assigned sub-projects;
  • independently developing and implementing concepts and strategies and human capacity building approaches (HCD) for assigned sub-projects;
  • implementing assigned sub-project independently, contractually and commercially, taking into account the applicable GIZ rules;
  • to be involved in clarifying procedures for national and international processes and procedures in coordination with the Country office in Kyiv and the headquarter of GIZ in Eschborn;
  • to be responsible for communication and coordination, cooperation with GIZ headquarters and the GIZ country office for the implementation of assigned sub projects;
  • to be responsible for the impact monitoring for the project and to monitor the implementation of the activities and the achievement of the indicators;
  • using Capacity Works to manage assigned tasks;
  • compiling the relevant information for joint activities and assignments;
  • coordinating relevant project activities with colleagues responsible for other sub-projects;
  • supporting colleagues responsible for other sub-projects, if necessary;
  • cooperating with complex partner and stakeholder settings, with national and international partners on different levels.

Technical advice

  • to be actively involved in preparing and implementing capacity building measures, exchange events, cross-oblast visits and the overall work at the regional level;
  • dealing with the design, preparation and implementation of workshops, seminars and other events on issues connected with the regional project’s areas of activity;
  • drafting proposals for cross-country measures in the format of projects sketches and offers;
  • monitoring the media regarding the latest administrative and political developments, carefully considering this information during the implementation of the relevant activities and suggesting adaptations, if necessary.

Communication and networking

  • designing and monitoring the communication of the “PsySoc” project with all partners involved;
  • establishing and maintaining networks between the partners;
  • actively organizing the public relations work within the framework of the project;
  • facilitating regular contact and dialogue with other respective GIZ projects, their partners and regional stakeholders in close consultation with the Project Director;
  • ensuring good cooperation between the GIZ country office and the project offices in the GCA;
  • cooperating with local communities, relevant organizations, non-governmental agencies and individuals in the project environment and with other projects to improve and maintain good working relationships;
  • communicating local interests and efforts, forwarding these and encouraging sharing ideas and information for the benefit of the project;
  • compiling the relevant information for joint activities and missions;
  • carrying out PR measures (GIZ internally and externally) for project activities (articles, newsletters, database with pictures etc.).

Knowledge management

  • compiling information about the work in the project “Psychosocial support” and ensuring the transfer of knowledge both internally and externally;
  • ensuring knowledge transfer to project information;
  • developing ready-to-use strategies and technical concepts, including guidelines, manuals and procedures;
  • drawing up reports and presentation documents;
  • preparing appropriate input for various project reports including annual reports to the commissioner, and contributing to the other reports required by the project director and GIZ Head Office;
  • taking part and actively sharing knowledge in the scope of the regional GIZ sector network NICD;
  • performing other duties and tasks at the request of management.

Required qualifications:

  • academic degree in social sciences, health sector, psychology, Law, Economics, Public Administration or similar;
  • proven ability to work in the professional context of change processes;
  • at least 5 year of theoretical and practical working experience in a multidisciplinary environment, preferably with international stakeholders;
  • at least 5 years of experience in cooperation with complex partner- and stakeholder settings in the public or private sector, experience in different countries in Eastern Europe is a strong asset;
  • at least 5 years’ experience in project management, prior work experience with GIZ is a strong asset;
  • proven experience with budget management and managing of financial procedures and processes;
  • experience with project monitoring and evaluation in the project context, prior experience with GIZ M&E systems is a strong asset;
  • at least 5 years of working experience with international donor agencies or development Agencies is a strong asset ;
  • excellent social and communication skill;
  • proven ability to work in a politically sensitive context;
  • proven experience and willingness to work in a multidisciplinary project team;
  • good working knowledge of ICT technologies (related to software, phone, fax, email and internet) and computer applications (e.g. MS Office, Access or other database programs);
  • excellent language skills (written and oral) in Ukrainian, and English are required. The knowledge of German is an asset;
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

Required skills:

  • excellent organizational skills and proven ability to meet deadlines;
  • proven ability to work independently and as part of a team;
  • strong presentation and communication skills (written and oral);
  • very good working knowledge of digital tools and technologies for information processing, communication, content creation, problem solving and computer applications (e.g. MS Office) as an independent user;
  • ability and willingness to travel on a regular base within Ukraine;
  • proven ability to manage multiple tasks at a given time;
  • proven ability to maintain courtesy while communicating internally and externally.

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kyiv. The contract duration is 1 year. Prolongation is possible. Starting as soon as possible.
