Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the “Improvement of the state and municipal emergency management in Ukraine” programme to fill the position:

Project Coordinator (full-time, Kyiv)

(internal SAP code: Project Manager)

The State Service of Ukraine for Emergency Situations (DSNS) includes civil protection and firefighting. It is thus the main Ukrainian actor in minimizing and coping with the consequences and effects of the war on the population and (critical) infrastructure. Not least thanks to the massive support provided by the BMZ between 2015 and 2022, the DSNS has so far been able to make a significant contribution to the protection of lives, the maintenance of basic infrastructure and the continued existence of functioning state structures.

This is of great importance in the context of the current war, especially with regards to vulnerable groups, such as women, children, and the elderly. In the process, the structures, and forces of the DSNS are themselves repeatedly the target of Russian attacks.

Large parts of the infrastructure required for civil protection and firefighting (e.g., fire stations, emergency vehicles, protective equipment) have been destroyed or damaged by the Russian aggression. It is only with the greatest effort that municipal and national institutions and capacities of Ukrainian emergency management can provide sufficient measures to protect and supply the population and maintain infrastructure with the greatest effort. Against the backdrop of the war, the project approach builds a bridge between humanitarian aid and long-term development cooperation, from dependence on external aid to self-help and from destruction to reconstruction. In line with the BMZ’s strategy for structure-building transitional assistance, the partner’s stabilisation capacity, adaptation capacity and transformation capacity are being strengthened.

The new project follows a multi-sectoral approach and covers all fields of action of structure-building transitional aid. (Food security, reconstruction of basic infrastructure and services, disaster risk management and peaceful and inclusive coexistence).

The objective of the project is to strengthen the infrastructural and institutional conditions for functioning emergency management at national level and in selected municipalities. The target groups of the project’s activities at the individual level are the population affected by the war in selected municipalities in Ukraine, in particular vulnerable population groups. At the municipal and national level and in line with the current increased need for support, the new project strengthens the structures of civil protection and firefighting.

Key responsibilities:

  • Prepares activities with Ukrainian State Agency for emergency management DSNS and monitors the implementation process;
  • Coordinates the cooperation with DSNS and international short term experts;
  • Prepares, implements and documents training events, workshops, study tours, forums and other activities independently;
  • Controls and approves expenses for those activities in accordance with the prevailing provisions;
  • Assists national and international advisers in carrying out their work;
  • Develops action plans incl. prorated budgeting for tasks assigned to her/him;
  • Monitors the budget according to the action plan and the target set by the project director.

Required qualifications and experience:

  • Bachelor’s Degree in the field of Project Management, Foreign Economic Activity, International Relations or other relevant fields;
  • At least 5 years of experience in a similar position;
  • Knowledge in the fields of emergency management, humanitarian aid, disaster management, firefighting, peace and security is an advantage;
  • Good working knowledge of modern telecommunication systems and IT applications (MS-Office, Access or other database software);
  • Fluent knowledge of Ukrainian, good command of German and English;
  • Experienced to work in an international team;
  • Strong managerial and organizational competence;
  • Willingness to travel regularly within Ukraine;
  • Good self-organisation skills;
  • Customer and service-oriented attitude;
  • Willingness to up skill as required by the tasks to be performed;
  • Ability to work under pressure.
