In 2021 the Federal Foreign Office of Germany commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to establish the Stabilisation Platform (SPF). The SPF supports the Federal Foreign Office’s engagement in crisis and conflict regions worldwide. It provides expertise for the planning, management and implementation of civilian crisis prevention, stabilization and peacebuilding measures. The Stabilisation Platform expands the operational capabilities of the Federal Foreign Office for its core tasks: preventing crises, manage conflicts and promote peace.
As part of the SPF, the Integrated Response Hub for Ukraine project helps to strengthen the Federal Foreign Office´s stabilization commitment in the context of the Russian attack and therefore delivers a wide range of services and goods to numerous Ukrainian state and civilian partners.
Tasks:
- To establish and maintain a broad base of Ukrainian and international contacts and networks related to project activities in Kyiv and areas of implementation.
- To exchange and coordinate with Ukrainian and international project partners.
- To maintain contacts and regular meetings/exchange with representatives of the Ukrainian government and administrative institutions at national, provincial and municipal level.
- To support in identifying as well as the strategic and operational planning of individual project activities.
- To identify project risks and to develop adequate monitoring and mitigation approaches.
- To prepare minutes, project and progress reports.
- To represent the project vis-à-vis implementation partners in the absence of the line manager.
- To carry out monitoring and project visits on site within Ukraine independently, depending on the security situation and after consultation with the line manager.
Required qualifications, experience and competences:
- A broad network of Ukrainian actors both within governmental and non-governmental structures.
- Very good knowledge of Ukrainian governmental and administrative structures on all levels.
- Appropriate and confident demeanor towards project partners and official representatives.
- Completed university degree in the field of economics, administration, social sciences or related field.
- 5 years of relevant professional experience in cooperation and consulting with government, international organizations and/or donors is an asset.
- Relevant professional experience in working with and/or advising Ukrainian administrative and/or governmental bodies.
- Relevant professional experience in project development and implementation.
- Relevant professional experience in monitoring and analysis.
- Native speaker of Ukrainian, fluent written and spoken English, German is an asset.
- Readiness for business trips within Ukraine, Poland, Germany.

Employment conditions
The assignment starts in February 2024. It is a full-time position with 40-hours working week. The interim contract duration is till August 2024. Extension till the middle of 2025 is possible. Place of duty is Kyiv.
