Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the project “Strengthening Urban Resilience in the Areas of Basic Infrastructure and Housing (SUR)” to fill the position of the
Project Coordinator on Resilient Urban Development and Housing (full-time, Dnipro)
(internal SAP code: Urban and Regional Development Advisor)
The project “Strengthening Urban Resilience in the Areas of Basic Infrastructure and Housing (SUR)” is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ. It supports Ukrainian partner cities in addressing war damages through supporting rehabilitation measures and resiliency-strengthening advisory measures. It addressed integrated and resilient urban planning and is active in the fields of water, wastewater, energy, heating, telecommunication, social infrastructure and housing. For that purpose, the project coordinates and cooperates with a broad range of local/national and international partners and stakeholders.
Key responsibilities:
- Providing professional advisory services to urban recipients and beneficiary of the transitional aid project, cooperating with a broad range of stakeholders and target groups, including Ukrainian and European municipalities and associations, international technical assistance projects and programmes, IFI-s, universities, and civil society, etc;
- Supporting local partners at Ukrainian municipalities in their endeavors to implement integrated and resilient urban development principles in the context of recovery and reconstruction;
- Supporting local partners in building institutional capacities and developing and/or implementing sustainable housing strategies e.g. with regard to municipal housing companies, social inclusion, affordability, energy efficiency standards, IDP shelters and/or other related fields;
- Supporting the elaboration and execution of operational plans, provides on-demand advisory services on urban planning and/or housing issues (e.g. integrated urban development plans, other spatial and land use plans, recovery and renewal plans, sustainable housing concepts and/or policies) as well as on participation;
- Coordinating measures at partner municipalities on elaboration, implementation and evaluation of urban sector strategies, especially on housing and potentially also addressing the sectors water, wastewater, energy, heating, telecommunication, as well as social infrastructure;
- Contributing to measures in partner municipalities to identify, structure and prepare needed infrastructure and housing projects on the context of rehabilitation and modernization;
- Contributing in identifying additional partner cities and local beneficiaries based e.g. on needs assessments, recipients interests, opportunities for cooperation, other donor activities;
- Managing innovation and knowledge on urban resilience, recovery in Ukraine, housing and critical and social infrastructure;
- Supporting the planning and budgeting process of transitional aid project;
- Contributing to elaboration of policy papers, technical reports and recommendations;
- Developing and organizing monitoring and quality assurance measures within transitional aid project.
Various project tasks:
The advisor:
- As a member of the planning team, takes part in and prepares for planning meetings and, on request, participates in meetings of the Project Management Team;
- Supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with partner municipalities, relevant organisations and individuals;
- Proactively reports and communicates on local initiatives and efforts on the partners’ side, forwards these to the Project Management Team and encourages exchange of ideas and information;
- Conceptualizes and prepares events, such as workshops, seminars, or conference sessions;
- Prepares and commissions surveys, studies, training and enrichment activities within the project;
- Develops ready-to-use strategies and technical concepts, including guidelines, manuals and instructions; draws up reports and presentation slides; coordinates related data storage and archiving;
- Advises to the Project Director and Head of Component on a regular basis regarding the ongoing activities and serves as a focal point for inquiries on resilient infrastructure and housing, as well as urban planning and participation;
- Prepares and submits suggestions for annual Project planning; examines and advises on activities proposed by implementation partners; organises and facilitates planning exercises with other activities and components of transitional aid project; provides quality assurance of Project operational plans from the perspectives of integrated urban development and good governance principles;
- Coordinates the involvement of external consultants, including identification of partner demands, preparation of terms of reference, supervision of consultants’ activities, examination and storage of produced technical reports;
- Supports the development and implementation of grant agreements with financing partners, including identification of urban partner demands, supporting eligibility assessment, supervision of delivered services and products;
- Contributes to financial management of activities in transitional aid project (maintenance of the onSITE Operation System for planning and contract management of project activities).
Required qualifications, experience and competences:
- Master’s degree in Social Sciences, Urban Development/Planning, Political Sciences, Public Administration, Civil Engineering, Economics, Sociology or related fields;
- At least three years of professional experience in one or several fields: urban development, housing, public policy and administration, development cooperation, or in related field;
- Profound knowledge of the national regulatory framework in Ukraine in the fields of local self-governance, urban and regional development and territorial planning as well as housing especially in the course of recovery and reconstruction planning; good knowledge of rehabilitation measures for critical infrastructure and/or housing policy in Ukraine and post-socialist states is desired;
- Additional knowledge and/or professional experience on one or more of the following fields would be a benefit: urban and social resilience, decentralisation reform in Ukraine; integrated urban development framework and principles; migration and internal displacement; inter-municipal cooperation between Ukrainian and European cities; post-conflict and disaster urban recovery;
- Very good user knowledge of Microsoft Office 365 ecosystem;
- Fluency in Ukrainian and English languages; a good command of German language would be an advantage;
- Diligence and responsible working style;
- High competencies of communication and interaction;
- Willingness to take responsibility;
- Willingness to develop and further develop key competencies and technical expertise.

Employment conditions
The assignment starts as of April 2024. It is a full-time position with 40-hours working week.
