Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the project “Strengthening Urban Resilience (SUR)” to fill the position of the
Project Coordinator on Urban Data Management (full-time, Kyiv)
(internal SAP code: Urban and Regional Development Specialist)
The project is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ. It supports Ukrainian cities in rehabilitating critical infrastructure (water, wastewater, energy, heating, telecommunications), social infrastructure and housing. Beyond that it supports its partner cities in strengthening its planning and implementation capacities and introducing concepts of resilience.
Key responsibilities:
- Provision of professional advisory services to technical advisory partners of the project (private sector, academic sector), cooperation with a wide range of actors and target groups, including Ukrainian and European municipalities and associations, international technical assistance projects and programmes, universities, civil society, etc;
- Contributing to measures in partner municipalities on digital data collection and management regarding damage assessments, cadastre, property ownerships and additional data that support integrated planning processes;
- Contribute to the establishment and implementation of selection procedures for cities with a focus on data collection and processing, e.g. based on needs assessments, beneficiary interests, cooperation opportunities and other donor activities;
- Supporting the legal acquisition and use of spatial data (e. g. satellite imagery) and liaison with governmental authorities, if necessary;
- Supporting the introduction of digital platforms for reporting and assessing civilian war damage used for reconstruction planning (UA-Damage, DREAM);
- Managing innovation and knowledge on integrated principles, policies and tools for sustainable governance of urban development, recovery in Ukraine, housing and critical infrastructure;
- Supporting the planning and budgeting process of the Project;
- Supporting the elaboration and execution of operational plans, provision of on-demand advisory services on urban and regional planning issues as well as on participation;
- Coordinating measures at partner municipalities on elaboration, implementation and evaluation of urban planning projects, including integrated urban development plans, other spatial and land use plans, recovery and renewal plans, and infrastructure projects including housing;
- Provide strategic linkages between the project and Ukrainian state agencies in the digital sector and land cadasters, the Ukrainian Union of Cities and other national and international actors, to improve the national planning framework, especially in relation to post-conflict urban reconstruction (focus on data collection and processing);
- Contributing to elaboration of policy papers, technical reports and recommendations;
- Contributing to the development of Human Capacity Development measures for municipal administrations, engineers and other to be defined target groups;
- Developing and organizing monitoring and quality assurance measures within transitional aid project.
Various project tasks:
- As a member of the planning team, takes part in and prepares for planning meetings and, on request, participates in meetings of the Project Management Team;
- Supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with partner municipalities, relevant organisations and individuals;
- Proactively reports and communicates on local initiatives and efforts on the partners’ side, forwards these to the Project Management Team and encourages exchange of ideas and information;
- Conceptualizes and prepares events, such as workshops, seminars, or conference sessions;
- Prepares and commissions surveys, studies, training and enrichment activities within transitional aid project;
- Develops ready-to-use strategies and technical concepts, including guidelines, manuals and instructions; draws up reports and presentation slides; coordinates related data storage and archiving;
- Advises to the Project Director on a regular basis regarding the ongoing activities within Project Components of transitional aid project and serves as a focal point for inquiries on urban and regional planning, land-use, critical infrastructure, and housing, participatory planning and citizen involvement;
- Prepares and submits suggestions for annual Project planning of transitional aid project; examines and advises on activities proposed by implementation partners; organises and facilitates planning exercises with other components of transitional aid project; provides quality assurance of Project operational plans from the perspectives of integrated urban development and good governance principles;
- Coordinates the involvement of external consultants, including identification of partner demands, preparation of terms of reference, supervision of consultants’ activities, examination and storage of produced technical reports;
- Supports the development of grant agreements with implementation partners of transitional aid project, including identification of partner demands, supporting eligibility assessment, supervision of delivered services and products;
- Contributes to financial management of activities in transitional aid project (maintenance of the onSITE Operation System for planning and contract management of project activities).
Required qualifications, experience and competences:
- Master’s degree in Social Sciences, Business Informatics, Political Sciences, Economics or related fields;
- At least three years of professional experience in one or several fields: urban development, general statistics and data management, development cooperation or in related field;
- Profound knowledge of databases, spatial data processing, GIS (ESRI), spatial pattern recognition;
- Sound knowledge in collecting and processing social and demographic data as well as data protection and data security;
- Sound knowledge of the national regulatory framework in Ukraine in the areas of land cadastre, urban and regional development and spatial planning with GIS tools, good knowledge of the framework and principles of integrated urban development is desirable;
- Additional knowledge and/or professional experience on one or more of the following fields would be a benefit: urban and social resilience, decentralisation reform in Ukraine; rehabilitation measures for critical infrastructure migration and internal displacement; inter-municipal cooperation between Ukrainian and European cities; post-conflict and disaster urban recovery;
- Very good user knowledge of Microsoft Office 365 ecosystem;
- Fluency in Ukrainian and English languages; a good command of German language would be an advantage;
- Diligence and responsible working style;
- High competencies of communication and interaction;
- Willingness to take responsibility.

Employment conditions
The assignment starts as of September 2023. It is a full time position with 40-hours working week.
