The Good Governance Fund (GGF) is a Technical Assistance Facility (TAF) which will provide the detailed design and delivery of tailored technical assistance and capacity-building projects primarily operated in Ukraine. GGF may also cover other countries in the region, such as Georgia, Moldova and Armenia.
This is a fixed-term contract until November 2023, with the possibility of a contract extension.
The role:
The Project Delivery Manager will support and ensure the successful implementation of projects. You will work closely with delivery partners on timely and quality deliverables and support the TAF EP team in financial, procurement, administration, logistics and all operational aspects of assigned projects.
Responsibilities:
- In coordination with the Project Delivery Lead, support supervision of the performance of project delivery partners and management of individual projects;
- Conduct data collection and analysis, contribute to developing project-level reports;
- In coordination with the Project Delivery Lead, manage the development of various project reports as well as contribute to programme-level quarterly reports;
- Contribute to the completion of the quarterly reports covering core residual team activities;
- In cooperation with design, MEL, and operations units, manage all stages of project delivery and work with delivery partners on the timely conclusion of all project obligations, including final reporting;
- Work closely with the admin/procurement/finance (Operations) team members on assisting in projects management from the admin/finance side (including engagement in Projects Budget Forecast, projects finance reports, Due Diligence etc.);
- Guide delivery partners on the project delivery process;
- Contribute to developing project proposals (and annexes) and to planning project activities (linked to cross-cutting themes such as GEDSI, conflict sensitivity and climate and environment);
- Assist/contribute to implementing security functions in cooperation with other programme and admin/finance teams and the Team Leader;
- Manage safeguarding / combating modern slavery activities;
- Manage regular updates for delivery chain mapping (in cooperation with operation and finance managers);
- Contribute to ensuring a healthy organisational culture, promoting equality and inclusion, and continually improving operational and programme delivery systems and processes.
Requirements:
- 5+ years of experience managing multi-component high-budget projects
- Experience working with subcontractors on projects delivery
- Experience in managing stakeholders from the government, private sector and civil society
- Excellent communication, presentation and facilitation skills
- Experience in the procurement of technical assistance; consultants, and organisational partners, ideally in an adaptive programming context
- Experience in negotiating, conducting due diligence and managing organisational partners and consultants.
- Experience in contributing to high-quality donor reporting
- Experience with donor-funded programmes is desirable
- Fluency in English and Ukrainian
- An understanding of governance programming is desirable.
The programme outputs:
Programme priorities and Duty statements will be expanded to other countries if and when FCDO extends its geographic coverage. The focus areas of the GGF are:
1. Reform to the business environment and economic governance regulation to support alignment with international standards and promote broad-based economic growth and job creation through small- and medium-sized enterprise development and attraction of foreign direct investment.
2. Institutional capacity building to develop more effective governance, public administration and management of public finances so that governments in target countries become increasingly accountable and responsive to the needs of citizens.
3. Anti-corruption measures and judicial reform to strengthen the rule of law, reduce opportunities for corruption and increase the capacity of countries to address corruption when it does occur. 4. Modernisation of key sectors (such as energy and banking) and reform of state-owned enterprises to support the transition to market-driven, modern economies.
5. Stronger and more independent media and civil society to ensure that the public can engage in active, informed debate and enable governments to effectively communicate the benefits of reforms to their citizens.
