The Project Design Manager is responsible for dealing with the projects’ technical and commercial design aspects in cooperation with the Project Design Lead.

This is a fixed-term contract until November 2023, with a good possibility of a further one-year extension.

The Project Design Manager is responsible for dealing with the projects’ technical and commercial design aspects in cooperation with the Project Design Lead. This will include suggesting interventions, approaches and methods in response to Terms of Reference (TOR) from the Portfolio Management Unit (PMU) and the design of the projects. Apart from the overall project design process, the Project Design Manager will formulate project budgets, staff costing, and overheads and ensure the projects meet internal financial targets, working where necessary with Abt’s corporate costing and finance teams in London. When project implementation starts, the design manager is expected to cooperate closely with the finance manager and delivery team.

Key Responsibilities:

  • Contribute to the management and quality of programme design
  • Manage assigned designs based on guidance from Project Design Lead, FCDO and the Portfolio Management Unit
  • Provide technical leadership in the design of projects and project costing
  • Engage with PMU early in the concept note, TOR and design discussions, under the guidance from Project Design Lead and Team Leader, to ensure a sufficient TA build to deliver high quality and effective delivery which supports conflict sensitivity, GESI and embeds political economy analysis
  • Manage the assigned projects ensuring adherence to programme-specific procedures, tools, and templates issued by the Portfolio Management Unit
  • Map and plan for risk, particularly periods of high demand, and work closely with Programme Implementation Unit ensuring an effective programme and projects risk management system is adopted at the design and implementation stages of the assigned projects
  • Coordinate with all members of the Project Design and Implementation Team to ensure operational, staffing and costing considerations are appropriately incorporated
  • Work closely with Program Delivery Lead to provide technical assistance in the assigned projects in relation to conflict sensitivity, VfM and GESI and other applicable competencies
  • Provide other technical inputs as part of project implementation (where skillset and availability match and as agreed with the team leader)
  • Take part in periodic reviews of the programme to ensure continual improvement across its lifetime
  • Manage costing of projects‘ staff labour, direct project costs and overheads for the development of project budgets ensuring projects meet internal financial targets, as well as closely cooperate with costing and finance teams in the London office
  • Manage pricing negotiations where required, maintain a cost database and undertake relevant country costing research
  • Contribute to forecasting of programme design deliverables

Key requirements: 

  • A minimum of 7 years of relevant work experience 
  • Proven track record of strategic thinking 
  • Direct experience in project costing, budget analysis and budget planning 
  • Proven experience in designing and implementing donor-funded projects 
  • Experience working with donor-funded projects in the Eastern Partnership countries 
  • Detailed experience in improving business-enabling environments for business 
  • Experience working on governance issues in Ukraine

The Good Governance Fund Lot 2A is a Technical Assistance Facility (TAF) funded by the British Government’s Foreign, Commonwealth and Development Office to design and deliver rapid response technical assistance on governance, which responds to priorities the Government of Ukraine identified.
