Project Manager (full-time, Uzhhorod)

In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralisation reform, which reshapes the relations between the national, regional and local levels and builds institutional capacity. The success of the decentralisation reform greatly depends on the coordination and cooperation between the different stakeholders involved into reform implementation at the national, regional and local levels. Given the important new tasks, responsibilities and financial resources that local self-governments have gained, the implementation of the reform has to be accompanied by expert advice, trainings and diverse support measures. U-LEAD (Ukraine- Local Empowerment, Accountability and Development) is a special measure which is conducted as a multi-donor action by the EU and its member states Germany, Estonia, Sweden, Denmark, Poland and Slovenia to support the Ukrainian government in the implementation of the decentralisation reform.
To support the Programme’s operational team in the implementation of the U-LEAD with Europe Programme activities, we are looking for a highly motivated Project Manager with proven experience in project management, municipal cooperation, solid administrative and organizational skills and good knowledge of decentralisation reform.
Areas of responsibility:
- Contributing to implementation of project activities and capacity development events organised by U-LEAD Regional Offices in 6 respective oblasts;
- Coordinating activities related to establishment and strengthening of municipal partnerships;
- Coordinating short-term national expert contracts within Deputy head of Regional Operations Unit responsibility;
- Supporting external and internal communication and visibility of U-LEAD with Europe;
- Producing content for reporting in coordination with Deputy head of Regional Operations Unit and team members of U-LEAD Regional Offices in the respective oblasts;
- Supporting Deputy head of Regional Operations Unit in evidence-based controlling and steering the internal processes.
Tasks:
- Support operational team in the implementation of the U-LEAD with Europe Programme;
- Contributing to Monthly Activity Planning of U-LEAD Regional Offices in respective oblasts as well as operational planning of the Programme;
- Contributing to Budgeting of the operational team;
- Assisting Regional Offices with quality assurance of events to be organized and activities to be implemented;
- Contributing to coordination of initiatives and projects supported by the Programme and implemented by civil society organizations in the respective oblasts: support in contractual procedures, advice on project conceptualization, activities and budget, supervision of activities, monitoring overall implementation of projects;
- Coordinating work of short-term national experts (including quality check of agendas of events, presentation materials, reporting and other relevant documents);
- Support short-term national and international experts of the Programme during their visits to the Regional Offices in the respective oblasts;
- Contributing to organization of official meetings with high-ranking international delegations at the Regional Offices in the respective oblasts;
- Coordinating and supporting municipal partnerships establishment and strengthening;
- Delivering consultations, trainings and other capacity development events for local self-government servants on project management, EU funding programs;
- Implementing results-based monitoring, evaluation and quality assurance of all initiatives, activities and events at the Regional Offices in the respective oblasts;
- Involving respective team members to work with the U-LEAD with Europe Programme’s monitoring system (U-DATA) and ensures regular contributions, checks the quality of data;
- Preparing communication events and materials about the oblasts within the area of responsibility of operational team, collecting from the Regional Offices, finalizing and distributing best practices, lessons learnt and other informational materials;
- Ensuring proper filing of documents according to the requirements of GIZ filing procedures in its Document Management System (DMS);
- Cooperating with other GIZ projects in the operational team area as well as with the colleagues from other Regional offices as and when required;
- Ensuring discreet behaviour vis-a-vis third parties in all internal matters;
- Communicating and reporting regularly to Deputy head of Regional Operations Unit in Uzhhorod.
Qualifications:
- Bachelor’s degree in the fields of social sciences, public administration, economics, law or other relevant fields.
Professional experience:
- At least 2 years of experience in the area of international technical assistance project management;
- Experience with cross-border cooperation projects;
- Good knowledge of the decentralisation and relevant sector reforms;
- Experience in administration at municipal or regional level is an asset;
- Strong organizational and planning skills;
- Team player capabilities with excellent communication skills;
- Strategic thinking and problem-solving skills;
- High degree of self-organisation and motivation;
- Upper-intermediate English language skills, excellent command of Ukrainian;
- Good computer skills (MS Teams, Word, Excel, Powerpoint etc.);
- Ability to work under pressure and with tight deadlines, flexibility and ability to work with people of different professional and cultural backgrounds, result-orientation.

Employment conditions
Full-time position with 40-hours working week. Duty station – Uzhhorod. Starting as of November 2023. The contract duration is until October 2024.
