Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the project “Integrated Urban Development in Ukraine (IUD) II” to fill the position of the
Regional Project Coordinator (full-time, Kharkiv)
(internal SAP code: Urban and Regional Development Specialist)
The project is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Swiss State Secretariat for Economic Affairs (SECO) and implemented by GIZ. It supports, besides the Ministry of Hromadas, Territories and Infrastructure of Ukraine, 8 Ukrainian cities in applying integrated and participatory planning approaches. For that purpose, the project will coordinate and cooperate with a broad range of local/national and international partners and stakeholders.
Key responsibilities:
The Regional Project Coordinator in Kharkiv is responsible for
- Coordination of the regional IDU office and the implementation of the project activities in Kharkiv;
- Support to/consult the Envoy of the City of Kharkiv and/or others representatives of partner institution in question of the project implementation in Kharkiv in consultation with the Project Management Team;
- Support to the local working groups during the elaboration and/or implementation the Sustainable Urban Mobility Plan (SUMP) of and/or the Integrated Urban Development Concept (IUDC) or other relevant strategic documents;
- Coordination of local, national and international experts during their assignments in Kharkiv (online and/or offline if the security situation allows);
- Continuous communication and reporting to the Project Management Team about implementation of project activities in Kharkiv;
- Ensuring a good communication and information flow between the regional office in Kharkiv, the project office in Kyiv, Multi-Level Governance Cluster and the GIZ country office in Kyiv;
- Participation and contribution to the Project meetings;
- Organization and coordination of events of the project in Kharkiv (online and/or offline if the security situation allows);
- Independent implementation and settlement of contracts of national contract partners and suppliers (i.e. drafting the respective tender documentation, monitoring of the contract implementation, resource management via onSite Operations System);
- Filing of documents according to GIZ rules and procedures;
- Translation in the frame of coordination and professional discussions of the Project Director and/or international short time experts, if necessary;
- Representing the interests of the Project towards the local city administration and other local stakeholders in Kharkiv;
- Supporting to the planning and budgeting process of project activities, execution of operational plan in Kharkiv;
- Coordinating measures at partner municipalities on elaboration, implementation and evaluation of urban planning projects, including integrated urban development plans, sustainable urban mobility plans, other spatial and land use plans, recovery and renewal plans, and infrastructure projects;
- Reports to the Project Management Team about implemented tasks and project activities in Kharkiv and contributes to result-based monitoring of the Project according to the given reporting format.
Required qualifications, experience and competences:
- University degree in one or several relevant specializations as Urban Planning, Social Sciences, Political Sciences, Public Administration, Management, Economics, Sociology or related fields;
- At least three years of professional experience in one or several fields: urban development, public policy and administration, development cooperation, or in related field;
- Profound knowledge of the national regulatory framework in Ukraine in the fields of local self-governance, urban and regional development and territorial planning; good knowledge of integrated urban development framework and principles is desired;
- Additional knowledge and/or professional experience on one or more of the following fields would be a benefit: decentralisation reform in Ukraine; local economic development; housing policy in Ukraine and post-socialist states; migration and internal displacement; inter-municipal cooperation between Ukrainian and European cities; post-conflict and disaster urban recovery;
- Very good user knowledge of Microsoft Office 365 ecosystem;
- Fluency in Ukrainian and English languages; a good command of German language would be an advantage;
- Diligence and responsible working style;
- High competencies of communication and interaction;
- Willingness to take responsibility;
- Experience of management of TA (technical assistance) projects.

Employment conditions
The assignment starts as of October 2023. Full-time position with 40-hours working week. The contract duration is until December 2024.
