Regional Project Coordinator (full time, Lviv)

The project is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-funded by the European Union and implemented by GIZ. It supports communities in the Regions Kharkiv, Chernihiv, Dnipropetrovsk, Kherson, Mykolaiv, Odesa, Zaporizhzhya, Sumy, Donetsk and Luhansk (GCA) in improving the quality and the access to social, medical and administrative services on a local level, in particular with respect to vulnerable population groups. For that purpose, the project will coordinate and cooperate with a broad range of local/national and international partners and stakeholders.
Areas of responsibilities
- Coordination of the preparation, implementation and monitoring of the selected activities with governmental and non- governmental institutions in the Lviv Oblast.
- Assists the project with all necessary organisational and management tasks relating to the assigned tasks and responsibilities.
- Maintaining of a good flow of communication and information between all involved institutions and counterparts, in particular with the respective municipalities.
- Ensuring that all formal requirements of GIZ are met during any kind of work done in and for the programme.
- Helps to identify the needs of partners, in particular the respective ministries, municipalities, enterprises and NGOs.
- Coordinates and assists in preparing, conducting and monitoring of the selected projects in the field of capacity development and procurement.
- Assists national and international advisers in carrying out their work in improving the capacities of hosting communities and NGOs.
- Assists in preparation, processing and monitoring of the contracts with local partners.
- Regularly consults with the responsible GIZ advisors and programme management on all project activities.
- Establishes and maintains contact with all important stakeholders, in particular with the respective municipalities, enterprises and NGOs.
- Ensures knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between the partner institutions and other related stakeholders from the public and the private sector as well as GIZ through analyses of the media, direct dialogue, participation in meetings and seminars etc.
Required qualifications, experience and competences
- University degree in the area political science, law or other fields that are related to the project/programme objectives (BA, B.Sc or higher).
- At least 3 years of relevant professional experience in the public sector or in related areas.
- Working knowledge of the structures of public administration in the Ukraine.
- Working knowledge of administrative processes and procedures of decision making on municipal and oblast level.
- Knowledge of procurement and contracting procedures of the German Development Cooperation (GIZ) is an advantage.
- Good communicator and team-player.
- Willingness to upskill as required by the dynamic of the tasks to be performed.
- Ability to work under stressful conditions and tight deadlines, flexible and able to work with people of different professional and cultural backgrounds, result-oriented, friendly personality well organised and motivated.
- Good computer literacy (e.g. MS Office).
- Good presentation and negotiation skills.
- Used to work self-responsible as a member of the team.
- Strong managerial and organisational competence.
- Fluent knowledge of Ukrainian and English; German is an asset.

Employment conditions
Full-time position with 40-hours working week. Place of assignment is Lviv. The assignment starts as of 01.03.2023. The contract duration is till 31.03.2024.
