Background

Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021.

In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain life-line and key basic services, followed by removal or mines and explosives as well as debris.

The widespread presence of landmines, cluster munition, and other explosive remnants of war (ERW) in Ukraine pose a considerable and mounting threat. To address the emergency needs in the country, and meet long-term goals for Ukraine, UNDP is scaling-up the project interventions within Mine Action with a focus on supporting Mine Action authorities and emergency service responders. 

In this context, UNDP in Ukraine invites applications from highly qualified and experienced professionals for the post of the Reporting Officer who will be responsible for the reporting requirements of the UNDP Mine Action project and its programmatic offer of support to the Government of Ukraine. 

The Reporting Analyst is expected to provide efficient, timely, responsive, client-friendly and high-quality support rendered to the project and its beneficiaries in the accomplishment of their functions in order to coordinate project reporting processes, ensuring the preparation of timely project reports, and strengthen partnership, representation and collaboration. 

Duties and Responsibilities

Under the overall guidance from, and the supervision of the UNDP Mine Action Strategy Specialist, the incumbent will be responsible for facilitating a process aimed at ensuring the achievement of the following results.

  1. Coordinate project reporting processes and ensure preparation of timely project reports:
  • Implement a project reporting system according to UNDP Policies and Procedures and Country Office (CO) Standard Operations Procedures (SOPs); 
  • Draft clear and concise project reports (UNDP corporate, donor-specific, regular updates) according to quality management guidelines, timelines (and other specifics as per donor agreements) and coordinate and follow-up on reports with the project team and the UNDP CO management.
  • Draft ad-hoc analytical reports, research papers, concept notes, briefing notes, background papers, summaries, case studies, correspondences, presentations, policy recommendations and knowledge products as required, including for the counterpart meetings and donor briefings.
  • Actively participate in the process of preparing funding proposals to Donors, ensuring that proposals are prepared to a high quality and in alignment with required donor formats and standards. Working with the project team, ensure that budgets are prepared in the correct format including all necessary costs;
  • Coordinate inputs to reports (data, information, financials) from project specialists, project counterparts, implementing partners and other project partners ensuring that the inputs are prepared in compliance with the appropriate formats, standards and that the inputs correspond to the requirements of project results monitoring system.
  • Ensure Sex, Age, Disability, and Diversity perspective is systematically applied, integrated and documented in all reports and documents, alongside lessons learned and recommendations.
  • Systematically work towards improvement of the quality of results reporting, focusing on impact and outcome driven narratives.
  • Work closely with the UNDP CO management and Communication Unit to update project information materials such as project fact sheets, project summaries, project website and social media sites.
  • Draft lessons learned and best practices in operational and programmatic areas of the project as required.
  • Draft regular, comprehensive, accurate and comprehensible reports to enable the Mine Action Strategy Specialist, Mine Action Technical Specialist and Mine Action Programme Manager to assess progress and allocate resources appropriately to deliver the project goals.
  • Maintain and update the donor reporting monitoring tool on a regular basis and develop other tools needed to improve overall reporting. 
  • Assist UNDP CO management, implementing partners and other project partners in preparation of plans and reports as required. 

     2. Strengthen partnerships, representation, and collaboration: 

  • Maintain effective relationships with the project team, including field-based staff, CO staff and management, counterparts in other UN Agencies, funds and programmes, and Government counterparts to promote and strengthen coordinated reporting for the work of project.
  • Provide inputs to the Mine Action Strategy Specialist for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks. 
  • Participate in strengthening project and sector capacity in result based, impact and outcome focused reporting and communications and identify and disseminate good practices, lessons and knowledge; as identified through programme implementation, monitoring and evaluation activities. 
  • Actively participate in relevant project meetings, supporting record keeping and follow up as required.
  • Work with UNDP and Government communication units to support the design, coordination, and dissemination of public information products and communication activities and analyze knowledge and share organizational learning among project staff through the development and use of tools, templates, tips, mechanisms and guidelines. 
  • Support international collaboration, knowledge sharing, and communications of lessons learned through relevant channels, including South-South and Triangular Collaboration, national, regional, and global conferences, workshops, publications, and exchange platforms.
  • Support in the preparations, and take part in the official meetings, events, briefings, and field visits, as well as prepare talking points, briefing notes, presentations, and speeches for the project management and Senior UNDP officials.
  • Participate in field missions, monitoring of project’s activities and preparation of Back to Office Reports; 
  • Promote a safe and enabling environment free of any kind of discrimination and abusive behavior, and gender-responsive communications based on the corporate principles.
  • Any other duties as requested and tasked by the Mine Action Strategy Specialist.

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent) insocial/public policy, or disability studies, rights and inclusion, public administration, or politics, or economics, or international relations, or project management, or development studies, or law, or social sciences, or any other related fields OR
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. 

Experience:

  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of working experience at the national or international level in monitoring and reporting of development projects/programmes.
  • Prior experience in clearly communicating impact and outcome results-based reporting, with a focus on lessons learned and recommendations is desired.
  • Experience in research, analysis, and advocacy of findings across the humanitarian, development, peace nexus is desired. 
  • Experience in the United Nations systems is an asset.
  • Experience working in conflict and post-conflict states, including Ukraine, is an asset.

Fluency in English is required.
