Background

On 10 November 2022, UNDP launched its new Repair of infrastructure in war-affected regions of Ukraine Project (ECHO4SCHOOLS-UA: Repair/Retrofitting of schools in war-affected regions). The project is made possible due to the support of the European Union and is carried out in close collaboration with the Ministry of Communities, Territories and Infrastructure Development of Ukraine, regional administrations, local communities and educational facilities (schools and kindergartens) and other government stakeholders. 

Nowadays, Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war resulting from the unprovoked Russian military aggression has already created significant loss of lives, unprecedented displacement, internally and towards neighbouring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021.

In addition, Ukraine has faced the losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain lifeline and key basic services, followed by removal or mines and explosives as well as debris.

The ECHO4SCHOOLS-UA Project aims to support the national government and local municipalities in reducing social and economic losses, and to accelerate the recovery process through educational premises’ repairs via light and medium repair works at war-damaged school facilities and equipment. The Government of Ukraine has completed a Damage Needs Assessment (DNA) and has shared a priority list of damaged schools in several municipalities (including Zhytomyr, Zakarpattia, Kirovograd, Mykolaiv, Poltava, Rivne, Sumy, Ternopil’, Cherkasy, and Chernihiv).

UNDP Ukraine received a list of school facilities from the “Ukraine Fast Recovery Plan – Schools” with damage rate equal to or below 60% located in areas where UNDP has already a presence on the ground and ongoing activities. The targeted schools are spread over nine municipalities: Zhytomyr, Zakarpattia, Kirovohrad, Mykolaiv, Odesa, Poltava, Rivne, Dnipro, Cherkasy and L’viv regions. Light and medium damage repairs include windows, roofs, sanitary facilities, classroom equipment, canteens, insulation, solar panels, bomb shelters, sirens, and heating system repairs (as per European Union DG ECHO instructions). 

Also, as supported by the Government of Germany within the initiative to contribute to achievement of key results under pillar 3 of the UNDP Resilience Building and Recovery Programme for Ukraine (i.e. for Emergency infrastructure works to support Internal Displaced People management and public service provision), the recovery activities within this Project shall additionally cover 12 more schools in 5 municipalities of Ukraine (Zaporizhia, Mykolaiv, Rivne, Sumy and Chernihiv), which itself would then enable over 3,000 students to get back to their schools.

ECHO4SCHOOLS-UA project (hereinafter – “the Project”) aims to improve the learning environment and educational opportunities for students in war affected areas in Ukraine through light repairs. 

In this context, UNDP Ukraine is recruiting a professional with relevant experience and a track record for the position of Reporting Officer.

Duties and Responsibilities

Reporting Officer shall provide the overall support to implementation of the programme monitoring and evaluation (M&E) framework, Project planning and reporting, contribution to the knowledge building and knowledge sharing of M&E activities as well as collecting and analysing the Project’s and external data, and conducting surveys. Reporting Officer will work in close collaboration with the programme personnel and UNDP CO M&E team to ensure M&E requirements are fulfilled and M&E Framework is reported in a timely manner with required quality checks, following the highest standards in line with UNDP guidelines and procedures.

Reporting Officer will be responsible for the following tasks:

1 . Ensure quality reporting, monitoring, evaluation, assessment & research planning:

  • Develop and refine Project results frameworks and monitoring and evaluation (hereinafter – M&E) frameworks. Ensure that Project components have results-based annual work plans with indicators, baselines and targets established at the outcome, output and activity levels;
  • Ensure optimal use of evaluation by providing guidance and coordination in preparation of timely management response to all mandatory evaluations, follow up on the implementation of management response actions;
  • Consolidate the data for Project’s risk logs, lessons learned and recommendations from the completed evaluations to ensure continuous learning, improvement and implementation of best practices by UNDP in the design of interventions;
  • Provide support to the Project, programme, other evaluations by providing documentation, relevant data and evidence as requested;
  • Ensure high quality and accuracy of Project results presented in donor reports and communications materials;
  • Ensure that evaluations, assessments and other M&E products are designed and implemented in accordance with the established UNDP quality standards, and the results are disseminated in a timely manner to stakeholders in order to improve performance and contribute to wider learning;
  • Ensure integration of SDG targets into Project reports and strategies;
  • Ensure timely and quality input to UN corporate reporting platforms and corporate reports and plans: IWP, ROAR, IATI, UN INFO, IMRP etc.; 
  • Collect data and report on the contribution of Project to the achievement of UNDP Strategic Plan and UNDP Ukraine Country Programme Document outcomes and outputs;
  • Ensure mainstreaming of gender equality in all aspects of M&E and reporting, promotion of a safe and enabling environment free of any kind of discrimination and abusive behavior, and gender-responsive communications based on corporate principles.

2. Ensure provision of high-quality support to knowledge management and capacity building:

  • Identify and formulate evaluation and audit findings, lessons learned from evaluations and studies to be integrated into broader UNDP knowledge management;
  • Promote the shared responsibility of M&E function among all staff members and partners through communication, training, learning and development activities Project-wide;
  • Support in building capacities of Project staff and stakeholders on best practices in RBM (results-based monitoring), UNDP rules and guidelines on project cycle, UNDP Strategic objectives and interlinkages;
  • Collaborate and coordinate with other UN agencies, governmental institutions, NGOs, and other organizations on monitoring and evaluation issues; keep abreast of the latest developments and professional norms, standards, tools and methodologies.

Perform other duties within your functional profile as assigned and deemed necessary for the efficient functioning of the project/UNDP Programme.

The Reporting Officer will work under the direct supervision of the Project Manager, the overall guidance from the IDRPB Portfolio Team Lead, and in close collaboration with the Project and UNDP CO personnel.
