Chemonics International Inc. is looking for a qualified professional to fill the position Risk Management Specialist
Background:
The eight-year USAID Democratic Governance East (DG East) Activity aims to strengthen the connection and trust between citizens and their government in eastern Ukraine by promoting an inclusive civic identity, common civic value and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, increased citizen participation, improved service delivery and more responsive governance. DG East will provide opportunities for citizens to engage with their government, equip the government with resources to support their citizens, and create opportunities for citizens of Ukraine to build hope in their future and positive changes in their daily lives.
In April 2022, due to the occupation of Kherson city and region, Kherson State University (hereinafter – KhSU) staff relocated to Ivano-Frankivsk to continue operations. KhSU was able to get support from Vasyl Stefanyk Precarpathian National University which provided KhSU with premises, academic buildings and dormitories for displaced teachers and students. As part of project activities, DG East is supporting KhSU to create an Educational and Cultural Hub “Interesting Ukraine.” The hub has two goals: 1) to create a public space for anyone interested in increasing their knowledge about the history and culture of Ukraine, and 2) to help internally displaced persons (IDPs) from the south of Ukraine adapt to their new living conditions in western Ukraine. As part of the Educational and Cultural Hub activity, DG East will support training sessions for the KhSU staff.
Purpose of Assignment:
The Risk Management Specialist (Specialist) will deliver five online training sessions for KhSU staff.(trainings should be held in Ukrainian)
The training sessions will cover the topic of risk assessment management with the goals of increasing staff’s knowledge and understanding of the principles and applications of risk management practices to help strengthen the university’s operational sustainability. Due to this, the university staff will be able to provide educational and administrative processes more independently. Within this activity, the Specialist will provide consulting services and will develop five customized training modules in accordance with the specifications listed below. The Specialist will also deliver these sessions online to approximately 20 KhSU staff.
Detailed Tasks:
The Specialist will design and develop customized trainings (including any supplemental materials) covering the topics as detailed below. Expected content of the training will include:
- Introduction to risk management in educational institutions management: concepts, principles and benefits
- Risk identification: techniques and tools for identifying risks in NGO activities
- Assessment and prioritization of risks: methods of assessing the probability and impact of risks
- Risk reduction and control measures: strategies to reduce or eliminate identified risks
- Developing risk management plans: Creating actionable plans to address risks
- Monitoring and review: creating risk monitoring mechanisms and updating risk management strategies
Training materials should include practical cases and a question-and-answer session on a given topic. Specialist will develop pre-test and post-test questionnaires to examine the change and improvements in skills and knowledge of the KhSU staff.
Deliverables:
- Developed training session modules in accordance with the topics and duration specified above.
- Developed and disseminated training materials, including handout materials, presentations in PPP format for each module.
- Pre- and post-test questionnaire and analysis of results.
- Final (“trip”) report up to five pages in length detailing each implementation phase, difficulties, impacts, formulated recommendations for KhSU staff etc.
- Photos from each day of trainings.
Supervision and Reporting:
Supervision to be made by the DG East Activity Implementation Manager (South). Final deliverables to be approved by the Regional Director.
Level of Effort:
A total of 15 days of LOE.
Place of Performance
The assignment will take place remotely from within Ukraine. No in-country travel is anticipated.
Timeframe:
The timeframe for this assignment will be on/about October 15, 2023 – November 30, 2023.
