The Financial Sector Reform Activity (FSR) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine. 

The FSR is looking for candidates to fill in the International Expert on E-Invoicing (Short-Term Consultant position) 

OBJECTIVES AND DUTIES: 

  • Conduct feasibility studies, prepare analytical materials (international experience of rights assignment registry and eInvoice functioning).
  • Prepare presentation materials (different countries’ approaches in eInvoice and rights assignment registry development).
  • Advise on rights assignment registry development and implementation of best approaches.
  • Advise on operational functioning rights assignment registry and e-invoices, development of the architecture.
  • Conduct trainings, educational and awareness raising events about eInvoice and rights assignment registry (factoring registry). 

QUALIFICATIONS: 

  • Higher educational degree in Finance, Economics, Mathematics, or other related field (Master level preferred).
  • Minimum 10-years’ experience in banks or NBFIs providing trade factoring.
  • Professional expertise in trade factoring, practical experience in operational activity.
  • Deep understanding of trade factoring operations and functioning of factoring registers and eInvoices (experience in EU countries, Turkey).
  • Established international connections (incl. FCI, EU factoring Associations).
  • Proficient with Microsoft Office Suite.
  • Outstanding management and analytical skills, big picture thinking.
  • Fluency in English.
  • Excellent written and oral communication skills.
