Вакансія: Саll fоr Rеsumе: Саpіtаl and Соmmodіtу Mаrkеts Еxpеrts (Shоrt-Tеrm Соnsultаnts)

The Financial Sector Reform Activity (FSR) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.

The FSR is looking for candidates to fill in the following short-term (consultant) positions:

1. International Strategic Advisor on Capital and Commodity Markets 

Short description of Objectives and Duties: 

• Lead strategy development in the area of capital and commodity markets development, regulation, and approximation to the EU standards.
• Generate actionable strategic development initiatives. Prioritize and sequence strategic development initiatives for maximum efficiency and impact on the C&C markets and overall country progress.
• Provide high-level advisory support on running C&C market development initiatives. 

Required Qualifications: 

• Higher education in Economics, Finance, Law, Business Administration or a related field, Master’s degree is a preference.
• At least 15 years of experience working in capital and commodity markets of different countries. At least 10 years of experience working on capital and commodity market strategic issues of different countries.
• Good understanding of trends in operations and regulatory frameworks of C&C markets.
• Experience working with regulators in different countries.
• Knowledge of international standards and best practices. 

2. Local Strategic Advisor on Capital and Commodity Markets 

Short description of Objectives and Duties: 

• Support strategy development in the area of capital and commodity markets development, regulation, and approximation to the EU standards.
• Support development of actionable strategic development initiatives. Share insights on peculiarities of the Ukrainian C&C markets including such aspects as regulatory environment, stakeholders, standard business practices, integrity issues, key risks and opportunities, etc.
• Provide advisory support on running C&C market development initiatives.
• Prepare and present briefs for any and all initiatives, describing their relevance, urgency, expected impact, proposed sequencing with other initiatives, etc.
• Lead facilitated sessions with stakeholders to proactively collect ideas, insights, reservations, and other feedback, prepare minutes of such sessions presenting the collected feedback in an integrated and actionable format. 

Required Qualifications: 

• Higher education in Economics, Finance, Law, Business Administration or a related field, Master’s degree is a preference.
• At least 10 years of experience working in the capital and commodity markets of Ukraine. At least 5 years of experience working on capital and commodity market strategic issues of Ukraine.
• A strong network in the capital and commodity markets on both private and public sides.

3. International Financial Infrastructure Advisor 

Short description of Objectives and Duties: 

• Lead strategy development in the area of financial infrastructure development, regulation, and approximation to the EU standards.
• Lead development of financial models, feasibility assessments, risk management frameworks for new financial infrastructure solutions.
• Generate actionable strategic development initiatives. Prioritize and sequence strategic development initiatives for maximum efficiency and impact on financial infrastructure and overall country progress.
• Provide high-level advisory support on running financial infrastructure development initiatives. 

Required Qualifications: 

• Higher education in Economics, Finance, Law, Business Administration or a related field, Master’s degree is a preference.
• At least 10 years of experience working on strategic financial infrastructure development issues of different countries.
• Good understanding of trends in operations and regulatory frameworks of financial markets.
• Experience working with regulators in different countries.
• Knowledge of international standards and best practices.

All positions require: 

• Fluency in Ukrainian and English;
• Strong communication, analytical, and presentation skills;
• Knowledge of Microsoft Office.
