DAI is seeking highly qualified candidates to occupy full-time Security and Logistics Specialist position in Kyiv HOVERLA project office in Ukraine to join USAID Governance and Local Accountability (HOVERLA) Activity’s team. Project Background

DAI Global LLC (DAI) is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities. The Activity has three objectives:

  • Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
  • Objective 2: More self-reliant subnational governance
  • Objective 3: Citizens play an increasingly influential role in local governance processes

DAI has a significant presence in Ukraine, with five active projects. These projects include the Economic Resilience Activity (ERA), Governance and Local Accountability (HOVERLA), Investment for Business Resilience (IBR)/Financial Sector Reform (FSR), Cybersecurity for Critical Infrastructure (CCI), and Pro-Integrity. Despite differing in scope and focus, all these projects are involved in intricate and complex operations and require adequate security management.

Position Overview

Security and Logistics Specialist will be responsible for working and supporting the DAI project in Ukraine on overall security, safety and logistics programs, plans, and policies relevant to each Activity, including detailed security procedures that comply with DAI Global LLC security policies. This will include manage all logistical functions relating to the smooth and successful operations of DAI projects in Ukraine, ensuring that all required goods, materials, and equipment are sourced and managed for the projects and maintaining/designing all systems appropriate for the movement of goods and people.

Responsibilities & Duties:  

  • Works with project procurement teams on arranging logistics for DAI staff within and when accessing Ukraine.
  • Supports the Senior Manager in risk communication, including issuing security alerts and providing security analyses.
  • Supports the Senior Manager and Project Security Managers in designing and implementing appropriate security training.
  • Supports the Senior Manager and Project Security Managers/project-procurement teams in procurement of security equipment.
  • Manages international staff tracker.
  • Other duties as assigned by supervisor.

Reporting:

The Security and Logistics Specialist will report to the Senior Manager, County Security Ukraine.

Qualifications:

  • Bachelor’s degree and/or specialized certification in safety and security, risk management, law, or similar.
  • 6 years’ experience overseeing safety and security programs, preferably with an international NGO or development company.
  • Demonstrated knowledge of safety codes.
  • Experience in military, police, INGO/development companies, diplomatic security, protection, and intelligence is an asset.
  • Strong leadership capabilities including organizational and problem-solving skills.
  • Excellent interpersonal skills to form effective working relationships at all levels.
  • Willingness to travel as needed, including to higher risk areas.
  • Developed network in the Ukrainian security, military, and intelligence community.
  • Excellent writing, speaking, and reading skills in English. Native/fluent Ukrainian speaker preferred. Russian language skills considered an asset.
