TITLE: Senior Programme Officer

GRADE: LES 6

WORKING HOURS: Full time

LOCATION: Kyiv, Ukraine

  1. SUMMARY

The NATO Liaison Office in Kyiv represents NATO in Ukraine, facilitates political-military dialogue and practical cooperation under the NATO-Ukraine Commission in support of Ukraine’s efforts to join NATO, and enhances civil and military cooperation between NATO and the Government of Ukraine in support of Euro-Atlantic integration goals described in the Annual National Programme.

The Senior Programme Officer will work with the Defence Education Enhancement Programme (DEEP) which is a vehicle for reform, providing tailored practical support to individual countries in developing and reforming their professional military education institutions. Through faculty development, curriculum development and peer-to-peer consultations, DEEP fosters defence capacity and institution building. By enhancing democratic institutions, it makes an important contribution to NATO’s efforts to project stability in the Euro-Atlantic area and beyond.

  1. QUALIFICATIONS AND EXPERIENCE 
  1. ESSENTIAL

The incumbent must:

  • possess a first level university degree international relations, law or other relevant field;
  • have a minimum of five years of work experience in directly relevant work experience;
  • have a minimum of two years of experience in training and education, and/or capacity building programmes;
  • languages: English, at least level 4 (Upper-Intermediate); local language(s), level 6 (Proficient);
  • have excellent computer skills (office applications);
  • have no criminal record and pass security clearance. 
  1. DESIRABLE

The following would be considered an advantage:

  • previous work experience in a similar position;
  • experience in project management and stakeholder consultations within an international organization, embassy or similar organisation;
  • previous work experience in an international organization, embassy, or a military environment;
  • work experience in a military environment;
  • flexibility to work outside of normal working hours when necessary. 
  1. MAIN ACCOUNTABILITIES
  • Conduct the day-to-day implementation and management of assigned tasks and ensure DEEP programme visibility;
  • Review Advanced Distributed Learning project proposals, including conducting consultations with all relevant stakeholders, and review and adjust project plans to ensure consistency with NATO DEEP eAcademy activities, national, and regional goals and to support efficient and integrated programme and project implementation and management;
  • Identify and evaluate issues and opportunities for NATO support and provide information for the development of programme strategies and plans;
  • Develop and maintain effective collaboration and relationship with third parties (NATO Headquarters, Allied and Partner Professional Military Education institutions, international organizations, subject matter experts and national partners);
  • Organize and manage programme and project implementation and monitoring staff; oversee all contractual and financial matters; prepare, review and present budget proposals and financial reports;
  • Develop stakeholder engagement and communication plans; manage programme and project communications and reporting; liaise with stakeholders and partners; organize and conduct meetings and consultations; and provide briefings on the programme and individual project. Translate correspondence and non-technical texts from English into local language(s) and vice versa;
  • Maintain a professional, courteous and responsible client-oriented manner and maintain the absolute confidentiality and security of NATO information;
  • Perform other related duties. 
  1. INTERRELATIONSHIPS

The Senior Programme Officer will directly report to the Defence Education Enhancement Programme Team Leader in NATO Operations Division. He/she will work in close coordination with a team of DEEP Advisers at the NLO/NRU, collaborate with the Operations Division and other divisions in the International Staff, International Military Staff, NATO Command Structure, and NATO Agencies. He/she will maintain good working relationships with external partners including national government offices, educational institutions, international organizations, and other partners.

  1. CONTRACT AND REMUNERATION PACKAGE

The successful candidate will be offered a 1-year full time contract, renewable subject to continued programme funding and satisfactory job performance.
