Veteran Reintegration is a two-part program that fills critical gaps in data and information on veterans and incorporates this data into tailored activities to improve the quality of and access to veteran services and promote veteran integration into the workforce.

The Senior Technical Specialist (STS) will work hand-in-hand with the Program Manager and under the supervision of the IREX Ukraine Project Director. The STS will serve as a subject matter expert on veteran affairs and veteran reintegration efforts in Ukraine He/she will work closely with the governmental partners, including the Ministry of Veteran Affairs of Ukraine. The position entails the provision of technical guidance and a nuanced understanding of tailored approaches for veteran reintegration that would be further transformed into the policy initiatives.

Your Background & Skills

  • Bachelor’s Degree in international development, public administration, management, political science, psychology and/or another relevant field which provides a solid foundation for understanding the complexities of veteran reintegration is preferred.
  • At least 5 years of relevant experience in working with similar projects/relevant governmental structures.
  • Experience working on veteran reintegration or veteran support projects, and excellent understanding of veteran support systems in Ukraine.
  • Demonstrate success in maintaining excellent cooperation with government agencies, and partner organizations, and the ability to establish productive relationships with government officials, opinion leaders, and media at national and local levels.
  • Comprehensive knowledge of the legal and regulatory frameworks pertaining to veteran support programs in Ukraine, including laws, policies, and regulations governing veterans’ rights, entitlements, and access to services. 
  • Demonstrated understanding of social services and benefits available to veterans in Ukraine, including familiarity with eligibility criteria, application processes, and the ability to navigate and advocate for veterans’ access to these services. 
  • Profound understanding of gender mainstreaming in veteran reintegration efforts, including the recognition and address of gender-specific needs and barriers faced by male and female veterans, promoting gender equality, and ensuring gender-responsive programming. 
  • Proven leadership in the design, management, implementation, monitoring and evaluation of programs is preferred.
  • Familiarity with political, economic, and social issues in Ukraine.
  • Strong command of spoken/written Ukrainian is required, proficiency in English is an asset.
  • Demonstrate ability to facilitate dialogue and work constructively with a diverse range of actors and to accommodate divergent interests and agendas in a multi-cultural environment, including helping vulnerable populations.
  • Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives.
  • Excellent communications skills, including ability to make public presentations.
  • Excellent interpersonal and organizational skills.
  • Ability to handle multiple priorities and complete tasks/projects in accordance with stated deadlines.
  • Ability to work independently to achieve tasks and objectives of the project.
  • Must demonstrate valid proof of unrestricted authorization to work in Ukraine.  

Your Daily Tasks 

  • Provide technical support and inputs to the project. Serve as a subject matter expert on veteran affairs and veteran reintegration efforts in Ukraine.
  • Conduct research and analysis on needs, best practices and emerging trends in veteran reintegration to inform program strategies and activities.
  • Work hand-in-hand with the Program Manager on the implementation of the activities within the scope of work for the Veteran Reintegration program.
  • With limited oversight from the Project Director, provide technical inputs on each of the program objectives and ensure that the technical aspect of each activity is achieved.
  • Together with the program team, develop and implement long-range strategic planning to meet the following two goals 1) Veterans, including the most at-risk veteran populations, have expanded access to capable and responsive psychosocial and mental health services, and 2) Veterans, including the most vulnerable veteran populations, have expanded employment and vocational training opportunities.
  • Contribute to the creation of implementation plans.
  • Ensure coordination with the Senior Monitoring and Evaluation Specialist and Program Manager in reaching effective monitoring and evaluation targets and programmatic goals.

  • Drive innovation of resources created under the project ensuring that the developed materials and activities are responsive to the needs of Ukrainian veterans.
  • Draft complex documents, including program reports and evaluations and provide direct inputs to the reports of the Veteran Reintegration Program, including attend and represent the program in various working groups, conferences, external events, and report back to the Project Director on the outcomes of the engagement as well as identified next steps.
  • Participate in relevant working groups, task forces, or committees related to veteran affairs and contribute to policy discussions and advocacy efforts.
  • Support the identification and dissemination of best practices and success stories related to veteran reintegration.
  • Develop training materials and deliver training to local staff and local partners.
  • Contribute to the development of policies, guidelines, and standard operating procedures related to veteran support and reintegration.
  • Mitigate potential risks within the project implementation.
  • Serve as a primary point of contact for assigned country/region; includes interacting with key stakeholders, partners, and/or fellow IREX employees.
  • Responsible for drafting and sending correspondence with stakeholders.
  • Guidance and/or approval before engaging stakeholders may be required, in some cases.
  • Develop and maintain effective collaborations with program partners such as program subgrantees, the Ministry of Veteran Affairs of Ukraine, and other key local, regional, and national government institutions.
  • Build partnerships with community organizations for local projects to support the reintegration of veterans.
  • Support coordination with local and international stakeholders to promote cross-sector collaboration and partnerships for veteran reintegration initiatives.
  • Interact regularly with opinion leaders, government officials, trainers, consultants, civil society and media groups, and other program stakeholders.
  • Support the capacity building activities for external partners (e.g. veteran-focused NGOs, government stakeholders, etc.).
  • Together with the Program Manager, represent the VR program and IREX publicly.
  • Participate in developing and implementing a comprehensive communications strategy for the Veteran Reintegration program.
  • Support the renewal process of assigned program.
  • Support and coordinates country partner outreach as requested.
  • Support one or more areas of the proposal development process; to include, but not limited to, proposal design, writing, and/or review.
  • Make independent decisions about the type of information needed to populate a given document consistent with policies.
  • Support the Program Manager with financial planning and budget projections for the VR program.
  • Assist in the coordination of cross-cutting activities, such as gender mainstreaming, disability inclusion, and social integration, within the veteran reintegration program.
  • Ensure fellow team members can articulate how project work aligns with program or practice area goals and objectives.
  • Proactively seeks feedback from team members and uses information to make informed, relevant decision for projects, programs, and client.
  • Take ownership of the decisions and actions.
  • Other duties as assigned.
