STANDARD MINIMUM QUALIFICATIONS
Education: University degree in project management, Political Science, International Relations, Law, Peace and Conflict Studies, humanitarian aid, public policy, journalism, media and communications, or another related field or relevant experience.
Language:
National Professional: Fluency (level C) in English language and the duty station’s language, if different.
ORGANIZATIONAL CONTEXT
The Emergency Telecommunications Cluster (ETC) is providing access to information and communication services to the affected populations in Ukraine. As an overall service ETC establishes the system to inform populations and interact with them, provide insights of these interactions to the relevant responders for decision making. This is in line with the overall objective of this service is based on the principles of Accountability to Affected Population (AAP).
Under direct supervision of ETC Coordinator in Ukraine and Services for Communities officer in Global ETC team the selected candidate will perform the following duties with transparency and integrity, and in adherence to the humanitarian standards for information management as provided by the Active Learning Network for Accountability and Performance (ALNAP), the Inter-Agency Standing Committee (IASC), WFP’s Data Protection and Privacy Guidelines and the ETC’s Monitoring and Evaluation Framework
JOB PURPOSE
The Emergency Telecommunications Cluster (ETC) is providing access to information and communication services to the affected populations in Ukraine. As an overall service ETC establishes the system to inform populations and interact with them, provide insights of these interactions to the relevant responders for decision making. This is in line with the overall objective of this service is based on the principles of Accountability to Affected Population (AAP).
The ETC Chatbot was setup for Ukraine operation in March, with the name of vBezpetsi_bot. It is currently available both in Telegram and Viber messaging applications. The ETC Chatbot provides one-way communication from humanitarian actors to the affected population about topics related to humanitarian aid delivery and key messages. The selected candidate will manage ETC chatbot via coordinating with humanitarian organizations, that are the owners of the content included into the ETC Chatbot and encouraging community engagement in order to best meet the information needs of the affected populations. The incumbent will also need to design and implement advocacy campaign to not only increase the buy in from partners to improve quality and frequency of messaging but also making sure that larger part of assistance receiving population is aware about the chatbot channels and increase the interactions on the chatbot.
The ETC is also involved in other AAP activities. As part of AAP Working Group, the ETC is part of an inter-agency Task Force on the definition of a Common Info Centre. A Concept Note has been created, and it is pending comments and endorsement from all partners. After endorsement, ETC, as a service cluster, could be selected as implementer of a hotline and/or other communication systems.
ETC also might be involved in future projects for communities, within ETC mandate. The selected candidate might engage with different humanitarian stakeholders and vendors in order to coordinate and act as project manager of the projects. Partner with the business to understand their requests and operating environment in order to contribute to the transformation of business requirements into solutions exploiting IT capabilities and focusing on business satisfaction.
KEY ACCOUNTABILITIES (not all-inclusive)
Under direct supervision of ETC Coordinator in Ukraine and Services for Communities officer in Global ETC team the selected candidate will perform the following duties with transparency and integrity, and in adherence to the humanitarian standards for information management as provided by the Active Learning Network for Accountability and Performance (ALNAP), the Inter-Agency Standing Committee (IASC), WFP’s Data Protection and Privacy Guidelines and the ETC’s Monitoring and Evaluation Framework:
1. Contribute to capturing, analysis and documentation (i.e. through diagrams, flowcharts, data models, user experience designs, storyboards) of business requirements for IT solutions and services following WFP policies, standards and strategies.
2. Work with more senior team members to communicate business requirements to business counterparts, for a shared understanding of the requirements and effective implementation of strategies/plans.
3. Contribute to the baselining and tracking of business requirements through to implementation for efficient management of change.
4. Test and analyze IT solutions and document the match against business requirements for quality and accuracy.
5. Maintain contacts with business counterparts to bring their requests into IT and keep them informed of actions.
6. Maintain up-to-date the service catalog of IT solutions offered to the business, including current, retired and those in the pipeline to support effective knowledge management.
7. Review how IT service levels align with SLAs for solutions or services focused on the business and alert service managers of discrepancies. Assist to survey business satisfaction with IT solutions and services.
8. Support project managers in managing estimates, business cases, planning, risk identification, issue management for the effective delivery of IT solutions.
9. Adhere to processes and procedures for the Business Relationship Management, Business Analysis and IT Project Management functions to ensure compliance and consistency.
OTHER SPECIFIC JOB REQUIREMENTS
- Establish and maintain effective relationships with stakeholders. Support and act where required as the accountability focal point between partners and the affected populations using chatbot or other possible future services in Ukraine to ensure information flows in accordance with established information management and reporting standards and procedures
• Support visibility efforts to raise awareness of the ETC Services for Communities’ projects among affected populations and conduct regular analysis of activities in a systematic way to support the overall accountability of humanitarian actors to the affected population
• Liaise with technical focal points to ensure information needs are met
• Ensure ETC Services for Communities (including ETC Chatbot) systems contain relevant up-to-date information
• Represent the ETC Services for Communities projects at meetings upon request
• Code and verify data collected via Services for Communities projects (if applicable) in accordance with categories set and identify and analyze patterns in information needs
• Liaise with IT support services to rapidly resolve technical issues
• Analyze which questions are asked by ETC chatbot users, whether the chatbot can provide adequate information and new answers need to be added
• Develop / translate chatbot questions and answers in / to Ukrainian
• Analyze the overall usage of the ETC chatbot platform
• Track changes in data sources over time
• Support internal and external information management structures to ensure the timely accurate delivery of information to affected populations
• Remain informed of accurate and up-to-date information on the humanitarian response and information relevant to affected communities. Ensure this information is shared with the team in a time sensitive manner
• If ICCG endorses for ETC to establish an inter-agency CFM on behalf of HCT, support all related activities, which might include, among others, setting up a call center, defining training for operators, following up with partners about SOP and other documentation and agreements, defining monitoring processes and key performance indicators, analyzing data and trends.
• Advocate among humanitarian stakeholders the work done by ETC under Services for Communities, looking for new collaborations and opportunities
• Act as coordinator and project manager for ETC Services for Communities future opportunities and projects
• Demonstrate an ability to learn quickly, follow procedures, and act professionally at all times
• Perform other duties as required
