Background
Alinea International has been contracted by the UK Government to establish a strategic communications support platform. This platform will support Ukraine government communications activities and priorities by assembling top talent in a format designed to meet the increased public demand for transparent communication caused by Russia’s illegal full scale invasion of Ukraine.

Scope of work:
The expert will ensure all activities are delivered in time and are appropriately documented. S/he is expected to work closely with the Deputy Lead in Ukraine and participate in relevant project meetings. The broad scope under this position includes the following components:
• Conducts research using information from multiple sources to assess, interpret, forecast, and explain attitudes and perceptions of various audiences towards state institutions, civil society, and policies issues in key sectors crucial for the Ukraine’s long-term development including politics, economics, energy, transportation, and security.
• Conduct audience research including audience segmentation analysis and developing audience personas united by similar socio-demographic, political and behavioral characteristics.
• Monitor, review, collate, and manage multiple data reporting inputs, while providing analysis, to inform the project team and the client on audience segmentation and analytics.
• Provides quality assurance and quality control on multiple data inputs (including surveys, qualitative, quantitative, and atmospherics) on audience analytics.
• Produces recommendations and identifies operational opportunities for strategic communication campaigns based on data inputs from audience segmentation and targeting.
• Identifies gaps in existing communications planning of Ukrainian state institutions by assessing audience demographics through data-driven multi-source reporting in the liberated and non-liberated areas of Ukraine.
• Responds to requests for information of audience segmentations by researching, synthesizing, evaluating, and providing assessments based on multi-sourced reports and makes recommendations for other activities (for campaign planning and content creation).
• Provide assessments and recommendations to improve cross-agency coordination within the Government of Ukraine.
• Produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g., Excel, Word, PowerPoint, etc.), electronic/soft copy matrices, and/or web-enabled formats.

Expert Profile:
The expert is expected to meet the following requirements related to her/his qualification, skills and professional experience:
• Demonstrated experience in conducting analytics and leveraging data to inform strategic communication campaigns for donor-funded projects and/or government institutions in Ukraine and other relevant geographies in Eastern Europe.
• Experience in working with international development organisations and familiarity with campaign management and reporting in donor-funded projects.
• Diligent professional with the ability to multi-task and priorities tasks promptly and efficiently.
• Strong verbal and written communication skills, with an enthusiasm for working in a highly-collaborative setting – sharing best practices, lessons learned, and assisting where gaps exist.
• Ability to defend analytic judgments with sound, logical conclusions and adapt analytical judgments when presented with new information, evolving conditions, or unexpected developments.
• Superb organizational, interpersonal, communication, and negotiation skills. You are willing to develop an understanding of national-level government agencies, their service delivery, and communications plans.
• Fluency in Ukrainian and Russian, written and spoken; proficiency in English is desired.

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
