Environmental Compliance Specialist
Background
The USAID Agriculture and Rural Development Support Project, hereinafter ARDS or the ARDS project, is implemented through a five-year, cost-plus-fixed-fee completion type task order funded by the United States Agency for International Development (USAID). ARDS builds on USAID’s previous projects in Ukraine and lessons learned by USAID/Ukraine, Ukrainian partners, and other donors. ARDS is implemented by Chemonics International, Inc. and began on September 7, 2016 with a contract ceiling of $20,597,270.
ARDS helps create a better governed agriculture sector that provides attractive livelihoods in rural areas of Ukraine. The project works both at the national and regional level, with a special focus on rural development in southern and eastern Ukraine. ARDS embraces the collaborating, learning, and adapting (CLA) framework promoted by USAID. Across all tasks of the contract, ARDS works with government institutions, private sector entities, and other partners in planning, monitoring, mapping outcomes, and thereafter scaling up what works and/or adapting by redesigning strategies and tactics employed to implement tasks. The ARDS contract contains three components. To better explain the approach, organize staff, implement tasks, and report on results, the work plan tasks under components two and three were consolidated under one area. As a result, the two areas of focus for ARDS are the enabling environment and markets, with a focus on rural development.
Purpose of Assignment
The Environmental Compliance Specialist will manage the ARDS environmental review system, ensuring compliance with 22 CFR 216 requirements, the IEE recommendations, and Ukrainian environmental laws and regulations.
The Environmental Compliance Specialist will work with the ARDS technical and Strategic Investment Fund (SIF) teams to complete all required environmental screening for each planned project activity. He/she will assure that environmental mitigation and monitoring plans are prepared and implemented for all project activities where required.
Responsibilities
- Liaising with USAID staff to understand their expectations of ARDS’s environmental compliance requirements;
- Developing and managing ARDS environmental review system to put in place safeguards to eliminate the potential for adverse environmental impact;
- Conducting environmental assessments with an environmental compliance checklist and developing environmental mitigation and monitoring plans for ARDS grants based on USAID and Ukrainian environmental standards and requirements;
- Working with the ARDS technical and SIF teams to prepare and implementing required environmental compliance documentation for each planned activity as necessary;
- Reviewing ARDS’s partner organizations’ reports to ensure they are in compliance with the requirements defined in their tailored Environmental Mitigation and Monitoring Plans.
Reporting
The Environmental Compliance Specialist will report to the Strategic Investment Fund director.
Standards of Business Conduct
Compliance with Chemonics International’s standards of business conduct is required. The proposed individual agrees to perform her/his duties faithfully and to the best of her/his ability, to comply with local laws and customs, and to conduct her/himself in a manner consistent with Chemonics’ standards of business conduct and appropriate to Ukraine. Chemonics’ standards of business conduct are available in Chemonics’ field office or upon request. Timing and Level of Effort
This assignment will begin on March 01, 2017 and end on December 29, 2017 with possible extension depending on ARDS Project needs.
