Strengthening Ukraine’s EU Alignment in the Rule of Law is a project expected to be commissioned and implemented by GIZ in order to assist the government of Ukraine in its efforts to align Ukrainian legislation with the Acquis Communautaire of the European Union, focusing on the negotiation chapters related to “Judiciary and Fundamental Rights” (Chapter 23) and “Justice, Freedom and Security” (Chapter 24) that lie at the heart of the cluster called the “Fundamentals of EU Membership”. The project aims at enhancing the capacities of key actors within the Ukrainian government to steer and implement a cooperative and participative process of the country’s EU alignment in the rule of law. The implementation partners are the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine as well as the Government Office for Coordination on European and Euro-Atlantic Integration located at the Cabinet of Ministers of Ukraine.

The team leader will be responsible for the implementation of project’s first action area “Expertise: Legal and policy advice”. This includes responsibility for the lead of a team of three advisors which provides policy and legal advice to key Ukrainian stakeholders for the alignment of the Ukrainian legislation to Chapters 23 and 24. S/he will report to the team leader responsible for the overall implementation of the entire project (“Durchführungsverantwortlicher (DV)”).

Areas of responsibility:

  • Supervise a team of, for the time being, three persons in the area of legal advice for EU-alignment in the chapters 23 and 24;
  • Lead on and ensure the quality of analyses, opinions and recommendations and other on-demand legal advice related to the negotiation process relevant for the Ukrainian partners;
  • Ensure the construction and proper functioning of a platform of international and national experts and institutions in the area of the fundamentals of the EU acquis communautaire in the rule of law;
  • In close coordination with the DV, establish partnerships with renowned national and international legal experts and Think Tanks in the field of EU alignment in the rule of law within and outside the expert platform;
  • Together and in coordination with the DV, represent the project vis-à-vis Ukrainian partners;
  • Secure that gender equality perspective is integrated throughout the work of the legal advice team;
  • Contribute to the success of the project in all areas through close collaboration with the project’s leadership and colleagues promoting experience exchange and political dialogue.

Qualifications:

  • Master’s degree in law, European Law or equivalent;
  • At least 8 years of professional experience in legal reform in the area of rule of law or related fields, with at least 3 years in a leadership role;
  • Proven experience working in the Ukrainian government’s reform agenda in Rule of Law, the European Union acquis and accession procedures;
  • Profound knowledge of the structure and procedures of the European Union, in particular with regard to EU enlargement processes
  • Access to a network of legal experts in the area of legal reform, EU alignment, rule of law;
  • Excellent command of written and spoken Ukrainian and English; command of German a plus.

  • Strategic thinking: Excellent strategic thinking skills, ability to see the big picture and develop operational plans corresponding to the needs of the Ukrainian government;
  • Excellent communication skills: Strong written and verbal communication skills. Ability to communicate complex ideas clearly and effectively to a variety of stakeholders;
  • Adaptability and flexibility: Ability to work in a fast-paced and dynamic environment, able to adapt quickly to changing circumstances and priorities;
  • Interpersonal skills: Excellent interpersonal skills and the ability to build and maintain relationships with a diverse range of stakeholders;
  • Problem-solving skills: Strong problem-solving skills and the ability to develop creative solutions to complex challenges.

Assignment

The assignment starts on 1 February 2023. It is a full-time position with 40-hours working week. For now, the contract duration is till the end of December 2025.
