Full-time position
Job purpose: the Technical Coordinator in the conflict Disaster Risk Reduction (DRR) sector is responsible for the provision of coordination and support as well as strategic planning and technical guidance on activities within the area of the sector of DRR in conflict-affected Eastern Ukraine. He/She plays a leading role in providing technical inputs to the conflict DRR sector strategy at the local and national level, focusing on the particularities of conflict-related emergencies and related industrial/environmental risks. Moreover, he/she supports the Project Teams and consortium partners in the planning, design, implementation, supervision, and potential expansion/development and administration of technical DRR interventions.
The Technical Coordinator is based in Sloviansk and reports to the Head of Consortium.
Duties and responsibilities
1. External Positioning
1.1. External relations
- Act as key ACTED representative on conflict DRR in Ukraine.
- Ensure external representation of ACTED in the DRR sector, including through participation in technical and sectoral meetings, vis-à-vis national and local authorities, consortium partners, other relevant stakeholders and donors.
- Ensure effective sectoral coordination and collaboration with key stakeholders and partners, i.e. government counterparts (local, regional and national), humanitarian stakeholders, civil society organizations, community groups, etc.
1.2. Technical consortium’s coordination
- Ensure technical coordination of consortium’s programming and provide ad hoc technical and sectoral support to consortium partners.
- Support consortium partners to collect and analyse primary and secondary data related to the DRR and/or civil protection sector in Ukraine.
- Support consortium partners to analyse the national and international strategies, activities in the DRR and/or civil protection sector in Ukraine and relevant stakeholders.
2. Internal DRR Technical Support
2.1. Technical leadership
- Provide technical support to the Head of Consortium, Project Managers and other staff to implement the ACTED DRR projects in high-quality standards.
- Define project implementation modalities and methodologies (including technical specifications, identification of DRR priorities and investments, etc.).
- Lead the development of all technical tools related to DRR projects (ToRs for consultants and evaluators, ad hoc reports, capitalization reports, etc.).
- Liaise with DRR technical and implementation staff (both ACTED and consortium partners) on a regular basis to ensure technical assistance is provided to projects when needed.
- Disseminate tools, research, best practices and lessons learned internally and externally through publications, networks, working groups, events, and conferences.
2.2. Staff capacity building
- Participate and support the recruitment, training and professional development of staff members.
- Develop training materials and provide trainings to projects teams on ACTED activities and DRR best practices
- Support the development of capacity-building programmes for local actors (including relevant local services providers) on conflict-related issues.
Requirements
- Degree in relevant field of expertise;
- At least 5 years of experience in DRR project implementation in the field, preferably in an international context;
- Experience working in/with civil protection sector in post-Soviet countries is an asset;
- Fluent Ukrainian, Russian and English skills required;
- Strong ability to coordinate and manage staff and project activities;
- Ability to organize and plan effectively;
- Being a strong team player;
- Familiarity with the aid system, and ability to understand donor and governmental requirement;
- Excellent communication and drafting skills;
- Proven ability to work creatively and independently both in the field and in the office;
- Ability to travel and work in difficult conditions and under pressure.
