Remuneration: USD 1000 – 1365 before taxation

Assignment

The Technical Coordinator on Economic development is responsible for the provision of coordination and support as well as strategic planning and technical guidance on activities related to economic development for the most vulnerable/marginalized (esp. women) in an anticipated 3 year new programme to be launched by ACTED and its’ partners in Luhansk and Donetsk Oblast (GCA) in the summer of 2019.

He/She will play a leading role in providing technical inputs to shape the implementation strategy of a programme aiming at supporting

a) Subsistence-business grant-making and mentorship;

b) Business mentorship/training;

c) support to employment centres;

d) scholarships and promotion of IT careers;

e) pilot and roll out of VSLA approach. He/She will be the focal point/accountable for programme quality.

Location: Sloviansk or Sievierodonetsk (optional)

FUNCTIONS:

1. Technical Coordination

  • Development and maintenance of a coherent economic development strategy
  • Define economic development project implementation modalities and methodologies:
    • Lead on the design of the detailed project implementation plan of economic development activities;
    • Develop business training and mentorship programme/curriculum with ACTED partners- based on existing materials (internal and external) and/or develop necessary training materials;
    • Develop subsistence-business grant making scheme;
    • Work with raion and oblast employment centres to design “package of support” to enhance services to unemployed and to employers;
    • Lead on the design of the IT careers promotion campaign;
    • Lead on the design of the IT training scholarship scheme;
    • Lead on the design of VSLA (Village Savings and Loan Associations) implementation scheme.
  • Ensure that all technical designs are gender, inclusion and vulnerability focused.
  • Capacity building:
    • Training and mentorship of ACTED implementation teams;
    • Training and mentorship of ACTED’s local partners;
    • Training and mentorship of employment centres targeted by the project.

2. External Relations and programme development

  • Act as key ACTED representative on economic development in Ukraine
  • Ensure ACTED’s external representation and effective coordination, including through participation in technical and sectoral meetings, in the economic development sector; and vis-à-vis national and local authorities, consortium partners, other relevant stakeholders and donors
  • Coordinate donor visits and response to information requests in relation to economic development
  • Provide technical inputs required for donor reporting
  • Provide and propose technical inputs and ideas into proposal design for economic development funding opportunities.

3. Quality Assurance

  • Working with the AMEU (assessment, monitoring and evaluation unit), design economic development M&E frameworks
  • Ensure programme quality can be appropriately measured through SMART outcome/output indicators
  • Support AMEU to design economic development focused M&E tools
  • Working with AMEU, measure programme and individual activity quality at outcome and output level
  • Lead the development of all technical tools related to economic development projects (ToRs for consultants and evaluators, ad hoc reports, capitalization reports, etc.)
  • Ensure the appropriateness, adequacy and potential impact of economic development interventions
  • Disseminate tools, research, best practices and lessons learned internally and externally through publications, networks, working groups, events, and conferences.

QUALIFICATIONS:

  • Degree in relevant field of expertise;
  • At least 5 years of experience in business development, mentorship, employment creation and/or other relevant economic development programmes in Ukraine;
  • Good knowledge of Ukrainian context, especially in terms of the conflict in Eastern Ukraine, economic development, regional specifics and culture;
  • Fluent English skills required;
  • Strong ability to coordinate staff, partners and project activities;
  • Ability to organize and plan effectively;
  • Being a strong team player;
  • Excellent communication skills;
  • Proven ability to work creatively and independently both in the field and in the office.
