Вакансія у Фонді Lumos: National Consultant

Type of the contract: Consultancy Agreement
Duration of employment: 16 months with possible extension; FTE
Consultancy fee: Negotiable

Core purpose of the role

Ensure Lumos representation and participation in the care reform-related processes through providing technical assistance and expert advice to governmental and non-governmental stakeholders, delivering training, organising advocacy events, etc. at the national level in Ukraine. The content of the work is adjusted to the current crisis context in Ukraine and is aligned with the country’s priorities in responding to it. Given the significant challenges presented by the ongoing conflict in Ukraine, a key priority will be to ensure that care reform and child protection systems strengthening for the most vulnerable children remains a priority.  

The National Consultant bases its work on international child protection standards, international frameworks for transforming childcare and strengthening child protection systems and Lumos core values.

Scope of the role

  • Ensure, jointly with the Country Director, Programme Officer and relevant partners, the efficient planning of Lumos work in Ukraine at the national level
  • Revise, update and ensure the signing of the MOUs with the Ministry of Social Policy and Ministry of Education and Science
  • Organise regular meetings with ministries’ representatives to identify the support needs
  • Plan technical and methodological assistance based on the identified needs
  • Participate, on behalf of Lumos, in national working groups, clusters and contribute to the development of policy documents, regulations, other papers related to care reform, emergency response, child protection
  • Organise jointly with partners advocacy events and capacity building activities. Participate as a speaker/trainer, in line with delegated responsibilities
  • Analyse Ukrainian legislation, undertake independent and collaborative research on various topics, including child protection, emergency response, care reform, etc., synthesising and analysing information and providing reports, notes, etc., in line with Programme needs
  • Ensure constant communication with national and international NGOs and networks acting in the children’s rights domain and participate/contribute to joint initiatives
  • Participate in developing and delivering communication and raising awareness activities to inform and shape public opinion on the benefits of care reform and enhanced child protective systems for vulnerable children, especially in relation to family- and community-based support.
  • Ensure logistics for the organisation of visits of Lumos representatives to Ukraine
  • Document lessons learned from the implementation of the Ukraine Programme at the national level
  • Carry out any other assignments as requested to achieve the scope of the role
  • Ensure compliance and quality of the consultancy delivery, and transparency and accountability across tasks and activities
  • Submit regular monthly reports on the achieved outcomes

Required knowledge and skills

  • Bachelor/master’s degree in Public Administration, Education, Social Science, Law, or in related fields
  • At least 5 years of prior work experience in relevant fields
  • Good knowledge of the structure of public authority in Ukraine; knowledge of the child protection system and alternative care system
  • Demonstrated knowledge and experience in developing official papers, communicating with different stakeholders, organising public events, delivering training, etc.
  • Organisational capacities, ability to synthesize information, strong skills in writing official documents
  • A strong drive for results
  • Ability to prioritise tasks and work well under pressure. Capacity to deliver outcomes within the established deadlines
  • Excellent written and oral communications skills in Ukrainian and Russian
  • Previous experience in working with/for international organisations, as well as good command of English, both oral and written, will be considered a strong asset
  • Computer skills; full command of Microsoft applications: Word, Excel, PowerPoint

Reporting

  • The National Consultant reports to the Ukraine Country Director.
