Position Description:
This position is located in General Services Office (GSO) Procurement unit, and works under supervision of Procurement Specialist and the Contracting Officer (CO). The position’s portfolio currently consists of more than 100 contracts and purchase orders, and is responsible for acquisition and contracting support including initial procurement planning, contract award and post award contract administration as well as contractor’s performance monitoring. The incumbent reports directly to the Contracting Officer (CO) on all contracting issues and reports to the Procurement Specialist for procurement planning and simplified acquisitions. The position is recognized as the Embassy’s expert on State Department contracting issues. The job holder also performs procurement of various commodities and services from U.S. and non-U.S. vendors using various procurements methods. On average, on an annual basis the job holder processes over 2000 acquisitions above $10K for total amount of over $2,000,000 USD in servicing 45 customer agencies.
Qualifications required:
EDUCATION:
Bachelor’s degree or equivalent in Business Administration, Management, Public Administration, Finance, or Law is required.
EXPERIENCE:
Minimum two years of progressive experience in acquisitions with international organizations including customer service and administrative operations duties.
JOB KNOWLEDGE:
Good understanding of procurement procedures, types and instruments of contracts, as well as contract administration principles and practices.
Fluent (speaking/reading/writing) in English and Ukrainian is required.
