Вакансія: Ukraine Operations Manager

Position Summary

Momentum Wheels for Humanity (MWH) seeks an Operations Manager to provide operational oversight for MWH’s portfolio of projects in Ukraine, inclusive emergency response programs designed to strengthen capacity for the provision of rehabilitation services relevant to the current conflict. The Operations Manager will manage country operations and provide oversight for organizational and project-based procurement, logistics, travel, facilities, and inventory. The Operations Manager will supervise logistics and procurement staff supporting project activities inclusive of the establishment and management of assistive technology (AT) hub and the development of an inventory management system. Only candidates with work authorization in Ukraine will be considered; relocation benefits will not be provided.

Expected Duties and Responsibilities  

Reporting to MWH’s Ukraine Country Director, the Ukraine Operations Manager will have the following responsibilities:

  • Oversee the Ukraine country office operations, inclusive of office and facility operations, procurement, logistics, security, and contract management
  • Manage operations for the AT-hub and provide operational oversight for project activities to ensure that goals and objectives are accomplished within prescribed time frames and funding parameters
  • Oversee procurement and logistics, ensuring compliance with donor regulations, local law, and MWH policies and procedures
  • Contribute to the development of consultancy or institutional contracts required for project implementation
  • Prepare required donor and governmental operational reports, including VAT and inventory reports
  • Liaise with finance and administration staff on required financial and tax reports
  • Establish and implement systems and procedures to ensure the smooth country and project-based operations
  • Work closely with the project management and finance teams to facilitate program planning and determine upcoming procurement needs
  • Ensure compliance with MWH policies and procedures, as well as the rules and regulations specified by donor agencies and national government
  • Work collaboratively with Momentum HQ staff and the Ukraine Country Director and Finance and Administration Coordinator to monitor programmatic budgets and rate of spending and troubleshoot and escalate issues as needed
  • Support project recruitment planning, participate in the recruitment of key project positions and help determine capacity building needs within the program/project team
  • Represent MWH as required in coordination with the Country Director

Minimum Qualifications

  • Master’s degree in a relevant field, including business administration, program management, international development, or another related field
  • At least five years of project-based operations experience, preferably within the Ukrainian health sector
  • Knowledge of USAID and/or other international donor reporting requirements
  • Experience working with national governmental agencies, international NGOs, and/or multilateral organizations
  • Experience managing budgets and preparing timely, complete, and accurate reports
  • Strong prior experience supervising office operations, procurement, and logistics
  • Ability to set clear goals and manage progress toward them
  • Ability to work well independently and with a team
  • Excellent interpersonal, written, and verbal communication skills
  • Detail-oriented with good organization and prioritization skills
  • Excellent computer skills with proficiency in Microsoft Office and Outlook, and knowledge management platforms such as DropBox or Box
  • Written and spoken fluency in Ukrainian
  • Excellent written and spoken fluency in English
  • Experience directing program operations in the rehabilitation and assistive technology sector
  • Experience with warehouse management and international cross-border procurement in Ukraine
  • Experience managing operations in emergency settings, including staff supervision
  • Fluency in Russian, Polish, or other relevant languages
