Duties:

The Democracy Commission (DemCom) Grants Coordinator develops and implements grants and cooperative agreements that support the Mission’s Public Diplomacy (PD) project and programs countrywide, acting as both a Grants Officer’s Representative (GOR) and grants administrator. Determines the use of U.S. Assistance for Europe, Eurasia, and Central Asia (AEECA) funding streams for grants and cooperative agreements and ensures grant compliance with all relevant U.S. government (USG) regulations and Ukrainian laws. Conducts countrywide outreach to promote USG funding opportunities. Conducts monitoring, evaluation, and analysis of the effectiveness and results of grants projects and programs. Conducts outreach and maintains relationships with emerging and established Ukrainian civil society leaders. Identifies trends and targets of opportunity for PD with Ukrainian civil society recognizing the essential and growing role of NGOs in the consolidation of Ukrainian democracy and Euro-Atlantic progress.

Requirements:

FOR THE EXPERIENCE AND EDUCATION REQUIREMENTS APPLICANTS MUST MEET EITHER OPTION 1 OR OPTION 2 TO QUALIFY.

Option 1

EXPERIENCE: A minimum of two years of experience in budgeting, accounting, business administration, financial management, organizational management, public administration, project management, or grants management is required.

EDUCATION: A University degree in Economics, Business Administration, Management, Public Administration, International Relations, Political Science, or local equivalent is required.

Option 2

EXPERIENCE: Minimum of four (4) years of experience in budgeting, accounting, business administration, financial management, organizational management, public administration, project management, or grants management is required.

EDUCATION: Two years of college/university studies is required.

JOB KNOWLEDGE: Comprehensive knowledge of Ukrainian geography, infrastructure, government institutions, and common business and banking practices is required. A general understanding of regional, ethnic, socioeconomic, cultural, and linguistic factors. Must have an understanding of communications in Ukraine and the international information environment as it affects Ukraine. Must be familiar with digital practices and procedures.

Fluent (writing/speaking/reading) English

SKILLS AND ABILITIES:

Must have strong analytic, communication and interpersonal, and management skills. Thorough, detailed knowledge of and the ability to use various computer software programs, specifically Microsoft Word, Microsoft Excel, and databases is required. Must have excellent numerical skills to be able to manipulate numbers with speed, and develop, manage, and monitor PD budgets.
