Position Description:
Incumbent is a subject matter legal expert in criminal law/criminal procedure and is the aide to the Department of Justice Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) Resident Legal Advisor (RLA). The incumbent shares their legal expertise and supports the RLA in the following manner: Provides the RLA with legal opinions, legal research, and legal analysis; offers legal expertise and support for the RLA. Identifies and manages training and consultation opportunities; provides planning and logistics for existing RLA training and capacity building programs by procuring venue, speakers, drafting agendas, securing print and digital media course materials, drafting After Action Reports, and by monitoring course performance and outcome metrics, producing other program reporting and by compiling and maintaining digital files on these activities. Incumbent coordinates with OPDAT HQ in Washington D.C., and with other RLAs and Legal Specialists; closely monitors and analyzes legal and criminal justice policy developments in the anti-corruption and justice system space generally. The incumbent reports directly to the OPDAT RLA but coordinates closely with OPDAT HQ and INL. The incumbent represents the Embassy, when appropriate and in consultation with the RLA. S/he develops and maintains external contacts, including high-level contacts in the rule of law/anti-corruption space, including at the prosecutor’s offices, judiciary, investigative and security agencies/ministries, NGOs, and maintains contacts within international organizations such as the European Union (EU), United Nations (UN), Council of Europe (CoE), and the Financial Action Task Force (FATF).
Qualifications required:
A master’s or specialist in law degree from an accredited university is required.
Five years of experience working as a lawyer in the private sector, or in an international or governmental organization.
Fluency (speaking/reading/writing) in English and Ukrainian is required.
Job knowledge: Legal expert level understanding of the Ukrainian justice system. Advanced knowledge of the host country and government institutions and bureaucratic processes, policies, and regulations. This entails high-level knowledge of host government laws, policies, procedures, and institutional doctrines. Advanced knowledge of legal research and legal analysis techniques to successfully study complex subjects and issues related to assigned program areas.
