Duties:
The holder of this position (job holder) is the HIV/AIDS Program Manager in Ukraine for all U.S. Department of Defense (DOD) HIV/AIDS Prevention Program (DHAPP) activities in support of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) program’s support to the Ministry of Defense/Armed Forces of Ukraine (MOD/AFU). The job holder will represent DOD Ukraine on PEPFAR’s interagency team, contributing to mission-wide efforts to end the HIV epidemic in Ukraine, including through contributing to Congressional- and agency-mandated PEPFAR planning and monitoring and evaluation. Additionally, the job holder is the public health advisor in country on prevention, care, and treatment of HIV/AIDS at the Office of Defense Cooperation (ODC). The job holder is responsible for the design, implementation, coordination, and evaluation of a broad range of PEPFAR-funded HIV prevention, care, treatment program activities and studies required to implement PEPFAR strategies with the MOD/AFU. The job holder represents DOD Ukraine on HIV prevention, care, and treatment issues through cooperation with Ukrainian government, NGO, and international partners, as well as interagency partners, for the purposes of advising on technical and policy issues, as well as supporting planning and strategy development. The job holder serves as the activity manager for HIV prevention, care, and treatment grants, contracts and cooperative agreements with special emphasis on strategic information monitoring and evaluation and coordinates funding, reporting, and administration with the interagency team under the coordination of the PEPFAR Coordination Office to assure projects are conducted and USG funds are appropriately utilized. The job holder will monitor and evaluate activities, as well as supervise DOD contributions to the PEPFAR Country Operational Plan and other mandated processes and reports. Supervision is provided by the Chief of the ODC.
Requirements:
EXPERIENCE:
Three (3) years of mid-to-senior level public health experience in developing, implementing, and evaluating HIV/AIDS prevention programs or other relevant public health programs that involve coordination with an international agency or implementing partner is required.
Educational Requirements:
Master’s of Public Health (MPH), Master of Science Degree or host country equivalent in public health, medicine, public health policy, epidemiology, demography, or behavioral science is required.
LANGUAGE:
Fluent (writing/speaking/reading) English
Fluent (writing/speaking/reading) Ukrainian
SKILLS AND ABILITIES:
Good planning and evaluation skills are required. Good communication skills (oral presentations, written reports, negotiation techniques) are essential. Strong leadership and interpersonal skills to work with all levels of staff in a team setting to accomplish program goals are required. Strong oral and written communications skills to develop and maintain effective, sustainable working relationships with national and international working partners.
JOB KNOWLEDGE:
Program administration experience is required. Must possess comprehensive knowledge of current HIV/AIDS issues, prevention activities, community engagement, counseling and interventions, behavior change, testing, care, and treatment, especially in the military setting, is required. Detailed knowledge of the Ukraine Military health care system is required
