Position Description:
It is a fixed term assignment for 13 months with possibility of extension.
Under the supervision of the Deputy Country Director the job holder is the financial specialist at Post responsible for financial management of agency funds and works in coordination with the programmatic and financial staff. Responsibilities include budget forecasting, financial analysis, tracking of grant funds and cost accounting. Job holder interprets U.S. Government financial and account management procedures, reviews technical program documents and ensures efficient use of financial resources. Job holder works closely with CDC partner organizations and grant recipients.
Duties include, but not limited to implementing partner/extramural activities (60%), budget administration (35%), interagency coordination (5%).
Qualifications required:
- EDUCATION:
Bachelor’s degree or host country equivalent in finance, accounting, public administration, business administration, or management is required.
- EXPERIENCE:
Five years of progressively responsible experience in accounting, auditing, budgeting or financial management is required.
- JOB KNOWLEDGE:
Detailed knowledge of financial and accounting principles, audits and audit review, knowledge of maintaining a budget in a complex working environment, such as a government agency, an NGO, or a medium- to large company are required. Must have knowledge of budget review principles, especially for analyzing multiple budgets within one funding stream for different operating units. Knowledge of general accounting and financial practices, regulations, and policies in Ukraine is required.
- SKILLS AND ABILITIES:
Advanced ability to analyze/compile/present financial information; good communication skills; ability to write clear, concise documents, guidelines and deliver oral presentations; excellent inter-personal and leadership skills; intermediate user of MSWord and databases; advanced user of MS Excel; high speed and accurate typing skills; ability to work with higher math calculations.
Fluency (speaking/reading/writing) in English and Ukrainian is required.
