Background
The Government of Ukraine is continuously putting efforts to secure the availability of medicines and essential health commodities at affordable prices and in sufficient quantities for the State Health Programmes. Acknowledging the challenges of the national procurement and supply management system and following adopted legislation, allowing the selected international organizations to provide procurement support services, as an emergency measure the Ministry of Health of Ukraine (MoH) has requested the UN to support the procurement and distribution of a number of State Programme medicines and other medical products.
UNDP in Ukraine is fully committed to play this role in resolving the immediate crisis and to support the Ministry of Health of Ukraine in its mid- and long-term efforts to reform its procurement and supply management system. UNDP brings its extensive expertise in establishing the procurement system that corresponds to the highest standards of transparency, accountability, cost-efficiency, equity and sustainability.
UNDP together with other UN Agencies (UNICEF and WHO) developed a Joint Project aimed at strengthening the national health care procurement system and thereby improving the effectiveness of diagnosis and treatment of the patients of Ukraine. Specifically, in the framework of the project, UNDP plans to (i) procure medicines and medical products for the National Public Health Programmes for 2015 and ongoing years as needed, (ii) strengthen the capacity of the Ministry of Health to ensure transparency, accountability and effectiveness of the public procurement of medicines and other medical products.
UNDP invites applications from highly qualified and experienced Ukrainian professionals for the post of Senior Procurement Specialistfor the Project ”Procurement Support Services to the Ministry of Health of Ukraine”.
Duties and Responsibilities
Summary of key functions:
- Contributes to elaboration and implementation of operational strategies;
- Manages procurement processes;
- Implements sourcing strategy and e-procurement tools;
- Manages logistics processes;
- Facilitates knowledge building and knowledge sharing.
Under the direct supervision of Health Programme Specialist, the Senior Procurement Specialist ensures administration, transparent and efficient provision of procurement services and processes in the Project “Procurement Support services to the Ministry of Health of Ukraine”. He/she analyzes and interprets the financial rules and regulations and provides solutions to complex issues related to procurement, promotes a collaborative, client-focused, quality and results-oriented approach in the Unit.
The Senior Procurement Specialist will work in close collaboration with the Management Support, Operations, Programme and Project teams and UNDP HQ staff to successfully deliver procurement services for the Project and will undertake the following tasks related to the UNDP “Procurement Support Services to the Ministry of Health of Ukraine” Project:
Provides analytical inputs to elaboration and implementation of operational strategies focusing on achievement of the following results:
- Ensures full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and operational functioning of a client-oriented procurement management system;
- Plans procurement, logistics and implementation of internal workflow control;
- Elaborates and implements cost saving and cost reduction strategies;
- Ensures the development and implementation of the procurement strategy, quality management framework, supplier due diligence, selection and contract management strategy;
- Ensures continuous improvement and oversight of all procurement processes in the Project;
- Proactively supports the Health Programme Specialist and Chief Technical Advisor in capacity building activities for the MoH, SoE Medical Procurement of Ukraine (SoE MPU) and other counterparts in the spheres related to procurement and logistics processes;
- Contributes to the implementation of the Project’s Exit Strategy and supports the gradual handling over of health procurement activities to the national stakeholders;
- Accelerates gender equality and women’s empowerment within all implementations and promotes UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.
Management of the Project procurement processes focusing on achievement of the following results:
- Is responsible for the day-to-day management of the procurement and logistics teams;
- Provides supportive leadership, motivates and directs supervised personnel, conducts the performance management process to develop, monitor, and review work performance of the supervised personnel;
- Oversees preparation of Project procurement plans and supervises their implementation;
- In full compliance with UNDP rules and regulations ensures implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, contract negotiation negotiation of certain conditions of contracts;
- Performs preliminary review and clearance of the Project’s submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP);
- Implements the internal control system which ensures that Contracts with suppliers are duly signed and purchase orders are duly prepared and dispatched. Follows up on timely corrective actions on POs with budget check errors, delayed supply of goods and other issues within the Project;
- Eliminates deficiencies in the elaboration of procurement planning processes and implementation of the procurement actions and monitoring mechanisms;
- Establishes and maintains close partnership via effective communication with counterparts (patient organizations, MoH, Soe MPU, other specialized agencies etc.).
- Develops and manages the supplier rosters, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms;
- Manages the cases via e-procurement system;
- Ensures implementation of the e-procurement innovative activities.
Manages logistics processes for the Project focusing on achievement of the following results:
- Oversees preparation of the Project logistics plan and monitors its implementation;
- Deploys proper monitoring and control of logistics processes including organization of shipments, custom clearance and hand over of the goods procured under the Project activities;
- Oversees the maintainance and improvement of the supply chain management system to ensure that accountability to donors and internal stakeholders is met.
Ensures facilitation of knowledge building and knowledge sharing in the Project and among the counterparts focusing on achievement of the following results:
- Organizes training for the operations / projects staff on Procurement;
- Supervises the handover of the gained knowledge to MoH and SoE MPU;
- Represents the Project at events of national, regional and international levels;
- Synthesizes lessons learned and best practices in Procurement;
- Makes sound contributions to knowledge networks and communities of practice;
- Performs other duties as required by UNDP management
Measurable outputs of the work assignment:
- The key results have an impact on the Project efficiency in procurement management and success in introduction and implementation of operational strategies;
- Full and appropriate use of UNDP Financial Operational Policies and Procedures and UNDP Standard Operating Procedures during implementation of the Project;
- Accurate, thoroughly researched information, timely and appropriate delivery of services ensure client satisfaction and overall timely delivery of UNDP programmes and projects;
- The implemented sourcing strategy ensures best value for money;
- E-procurement tools are broadly incorporated within the procurement process;
- The logistics activities are thoroughly intergrated into operartional cycle, provide proactive approach and ensure timely delivery of goods and services;
- UNDP Project procurement and logistics staff demonstrates high level of knowledge and practical skills in procurement and logistics; lessons log is systematically updated in part related to procurement and logistics, training on the best procurement practices is provided to the MoH and SoE MPU and gained relevant knowledge is respectively handed over by the Project.
Performance indicators for evaluation of results:
- Project implementation plan and Project Procurement plan are fully and timely implemented;
- Relevant outputs of the project annual work plan are fully and timely implemented;
- The Project operational requirements are carried out in strict accordance with UNDP rules and procedures;
- The supervised personnel is effectively managed including distribution of workload, assessment of training needs and assuarance of professional development, timely and high-quality performance administration;
- Gender equality and women’s empowerment is accelerated within all implementations.

Required Skills and Experience
Education:
- Master’s Degree or equivalent in Supply Chain, Logistics, Management, Economics, Business Administration, Public Administration, Social Sciences, Farmacy or related field;
Experience:
- At least 10 years of work experience and proven track record of managing supply chain, international logistics, public, national or international procurements, contact management, inventory process and control of products quality or related fields; Experience in procurement of pharmaceuticals, medical equipment and devices would be an asset;
- Solid knowledge of procurement procedures;
- Familiarity with the relevant Ukrainian national laws and procedures;
- Experience and relevant training in procurement and supply chain management of pharmaceuticals and related health products will be an asset;
- Procurement Certification is an asset;
- Prior experience with the UN Agency or International Organization in the field of procurement would be an advantage;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of spreadsheet and database packages;
- Language Requirements:Fluent English, Ukrainian and Russian.
