About the project:
In October 2019, Alinea International launched a new five-year project in Ukraine: Support Ukraine Reforms in Governance (SURGe). SURGe is a technical assistance project in Ukraine, funded by Global Affairs Canada and implemented by Alinea International Ltd.
SURGe’s Ultimate Outcome is to help the Government of Ukraine (GoU) to deliver governance and economic reforms that better respond to the needs of its citizens. To achieve this, the Project will strategically enhance and strengthen the GoU’s reform management functions, namely its capacity to undertake planning and analysis of reforms that consider citizen impact and to implement these reforms.
Reform initiative and position summary:
To address the risks of food insecurity for Ukrainian citizens, SURGe has launched the initiative Food Security (Victory Gardens) to encourage Ukrainians to take the issue of food security into their own hands, and to produce food for themselves, their families, and their communities. The RI aims to ensure that every person in Ukraine has sufficient food during the war and afterwards.
SURGe Project is looking for а Legal and Advocacy Expert who will be responsible for analysis of gaps in the current legal framework regarding food security within the country, studying the best practices, drafting regulatory documents for local communities and national government to enforce food security.
Location: remote job position for now, with meetings in Ukraine once the security situation allows.
Reports to: SURGe Sector Lead managing relevant initiative and Team Lead of the reform initiative.
Employment type: part-time (60%), Monday-Friday.
Remuneration: fees are subject to negotiation and must not exceed established market rates.
The duration of the contract is 6 months with a possibility of extensions (subject of approval and implemented deliverables during a previous deployment).
For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
Indicative duties and responsibilities (scope of work):
• Analyze regulatory context on food security at the local, regional and national level, identify gaps.
• Develop proposals on the legal processes’ optimization regarding food security for communities, based on the best practices.
• Draft legislation to enable urban and rural communities to plan and manage their own food security.
• Advocate for the developed legislation with GoU stakeholders on the local and national levels and support its institutionalization.
• Provide legal advice on development of needs assessments, tools, and other guidelines to strengthen communities in implementation of their food security mechanisms.
• Support pilots’ implementation: define legal arrangements with pilot entities (permission to pilot new approaches, partnership agreements, MoU, etc.), provide legal advice to pilot communities regarding food security issues.
• Develop recommendations and tools for communities on mechanism to distribute food within the community, based on the needs of vulnerable groups; inter-municipal food supply mechanism; mechanism of domestically produced food usage for provision of humanitarian aid.
• Interact with public authorities and other projects of international technical assistance regarding implementation of the initiative.
• Adhere to the principles of RBM, GBA+ and environmental sustainability in preparation of the deliverables.
• As agreed with SURGe, ensure visibility of the Government of Canada support to this initiative in conferences, meetings, seminars, working groups, interaction with public authorities, non-governmental organizations, and other international technical assistance projects.
• Prepare and draft other documents and activities as requested by SURGe and MinAgro or other GoU stakeholders, related to Food Security initiative.
Preferred qualifications and skills:
• Master’s degree in Public Administration or Law.
• At least 5 years of experience in law, preferably working with the public sector institutions (the government agencies will be an asset).
• Experience advising government entities (national and local) in the formulation and implementation of state policy, regulatory and legal reform agenda.
• Proven experience implementing successful reform programs or efforts.
• Knowledge of law-making technique.
• Knowledge of legal framework and regulations in food security, agriculture, land, decentralization.
• Strong analytical, communication and presentation skills.
Other experience and skills:
• Strong ethics, well-balanced and mature personality, positive attitude to the job.
• Strong organizational skills, ability to work under tight deadlines.
• Excellent knowledge of Ukrainian, ability to speak and write clearly and correctly.
• Good command of English, both written and speaking skills.
• Citizen of Ukraine.
