The Investment for Business Resilience Activity (formerly known as the Financial Sector Reform Activity) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.
The IBR is looking for candidates to fill in THE WAR-RISK INSURANCE SPECIALIST POSITION, STTA, IN KYIV.
PURPOSE OF THE ROLE:
IBR is seeking a highly skilled professional with proven knowledge in political/war-risk analysis of business ventures and experience in risks identifying (e.g. due diligence, risk exposure, detailed credit analysis, market analysis, private investments), who will be responsible for assisting the Ministry with the development and implementation of comprehensive political and war risk insurance programs in Ukraine. The expert should have an ability to operate as an effective tactical and strategic thinker and demonstrate strong time management and organizational skills with attention to detail and achieving successful outcomes. The Consultant will perform the tasks under the management of the Deputy Ministry of Economy.
This assignment will be for 6 months with possible extension to 12 months.
OBJECTIVES AND DUTIES:
- Collaboration with the National Bank of Ukraine (the “NBU”), Ukrainian Export Credit Agency (the “Ukrainian ECA”), foreign export credit agencies (ECAs), the World Bank, MIGA, DFC, IFC, EBRD, OECD, European Commission, UNDP, local and international insurance companies, brokers and underwriters as well as other stakeholders to negotiate and establish partnerships for the development and implementation of political and war risk insurance mechanisms in Ukraine;
- Development and implementation of mechanisms compliant with international standards for political and war risk insurance in Ukraine;
- Monitoring and evaluation of performance of political and war risk insurance programs in Ukraine and making recommendations for enhancements and improvements as necessary;
- Assisting the Ministry in coordination with International Financial Institutions (IFIs), Development Finance Institutions (DFIs) and ECAs to cover political and war risk for investors;
- Identifying potential risks and challenges and developing mitigation strategies to minimize disruptions to the initiatives;
- Measuring success by the reduction in the perceived risk for investors and increased economic activity in war-affected areas;
- Assisting the team in maintaining and expanding business pipeline for insurance products;
- Identifying awareness needs of the private sector representatives about the war-risk insurance measures and proposing appropriate communication initiatives.
QUALIFICATIONS:
- A specialist’s or master’s degree in Economics, Law, Business, Banking or similar;
- Minimum 3-5 years’ work experience in identifying issues in the following areas: insurance, political or credit risks (e.g. insurance/reinsurance, risk exposure, due diligence, market analysis, private investments);
- Knowledge in political/war-risk underwriting (desirable ) or proven knowledge in analysis of business ventures and familiarity with international insurance practices;
- Good command of the insurance regulations in Ukraine and the modality of their enforcement;
- Experience analyzing the underlying causes of changes in investment conditions and political climate at a non-profit, government agency or business that has international operations would be an asset;
- Experience working with a team under close supervision on international projects or investments while working at a political risk insurance firm, commercial bank, consulting firm, investment bank, international project development company, international financial institution, or multilateral organization; or
- Ability to operate as an effective tactical and strategic thinker;
- Demonstrated initiative and problem solving skills;
- Strong organizational skills;
- Fluency in Ukrainian and excellent English, both spoken and the ability to draft clear written communications.
