Description of the Task Context
The project “Ukraine’s Cohesion and Regional Development, UCORD” is a technical assistance project supported by Switzerland through the Swiss Agency for Development and Cooperation in Ukraine (SDC) and implemented by the consulting company NIRAS Sweden AB.
The UCORD project is aimed at strengthening the cooperation of citizens, businesses and state authorities on recovery and regional development, which will contribute to improving the quality of life, stability, peace and social cohesion in Ukraine. The project is implemented in 4 pilot regions of Ukraine: Khmelnytskyi, Sumy, Ternopil and Vinnytsia. The acquired experience and learning will then be disseminated at the national level.
The UCORD project consists of three components:
- Component 1 provides for the development of regional policy in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot areas.
- Component 2 aims to improve public service delivery in the WASAW (water supply, sanitation and waste management) sectors with a focus on the environment.
- Component 3 aims to build social cohesion through culture, creative industries and dialogue.
The activities of the three components of the project require proper online visibility to ensure credibility of the UCORD project. Thus, the UCORD project is seeking for a qualified website development and technical support services provider to enhance its online presence and ensure smooth and reliable functioning of its digital platforms throughout the project’s implementation.
Main Tasks
Working closely with the project’s communication expert, the service provider will provide consultancy and development services, website administration, technical support, and digital content development, in line with the assigned tasks, communication recommendations, and the visual style of UCORD.
Specifically, the service provider will provide:
- Website development and structure management, including creating and editing pages, modules, blocks, and other elements, working with templates.
- Integration of functional blocks with online resources.
- Monitoring updates, performance, and accessibility of the website from different devices.
- Setting up security protocols and virus protection.
- Backup and data restoration.
- Troubleshooting technical issues and errors.
Expected deliverables will be additionally agreed upon in additional ToRs annexed to the frame Agreement.
Qualifications
- Verified experience of minimum of 5 years in website development, administration and technical support, specifically working with WordPress.
- Technical skills, such as platform updates, installation and configuration of extensions, database management, backup procedures, security protocols, etc.
- Knowledge of web technologies: HTML, CSS, JavaScript.
- Ability to work in an organized manner and meet tight deadlines.
- Ability to work autonomously remotely.
- Experience working with government institutions, international projects is considered an advantage.
- Good communication skills.
Reporting
Materials must be submitted for approval by the UCORD project communications manager.

In order to fully complete the application for participation in the direct award procurement procedure, a special form will be sent to the short list of participants in response to the mail, which will need to be filled out additionally and the relevant documents submitted.
