1. Context
Ukraine’s Cohesion and Regional Development Project, UCORD is a technical assistance project supported by Switzerland through the Swiss Cooperation Office in Ukraine (SDC) and implemented by the consultancy company NIRAS Sweden AB.
UCORD aims at citizens, businesses and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace and social cohesion in Ukraine. The project will work in 4 pilot oblasts of Ukraine: Khmelnytskyi, Sumy, Ternopil, Vinnytsia oblasts as the starting points, targeting capacity development and awareness raising initiatives spread through the whole country. UCORD consists of the three components:
Component 1 embeds the regional policy development in Ukraine through supporting and strengthening the Regional Development Agencies (RDAs) in pilot oblasts. More about the role of RDAs as per the Ukarinian legislation is presented in the Annex 1 herewith.
Component 2 seeks to improve public services delivery in WASAW (water supply, sanitation and waste management) sector with a focus on environment.
Component 3 aims at construction social cohesion through culture, dialogue and creative industries.
UCORD Project seeks to create a pool of national experts to cover additional expertise within the three components of the project as set below.

3. Mandatory documents to be submitted with application:
The application must include the following documents:
- Cover letter explaining the expert suitability for a particular profile
- Up-to-date CV
- Minimum 3 contacts for references with their updated contact details.
4. Evaluation of applications and selection
4.1. Technical evaluation (100 points)
Educational background – 20 points
Professional experience – 40 points
Proven experience with policy documents, analytical papers, legislation development and/or update – 30 points
Profile/Suitability – 10 points
Applications obtaining minimum 70 points shall be considered for inclusion in the pool of experts subject to review and assessment of reasonableness of proposed daily rate.
Language:
Excellent oral and written Ukrainian language skills required. Working knowledge of English is an asset.
4.2. Financial evaluation:
Each application should specify a daily rate of an expert taking into account all the taxes as private entrepreneurs. The daily rate should be given in CHF. Experts shall be responsible for their own computer facilities and other business and communication tools, health and medical insurance, etc. in order to carrying out their deliverables under their contract. Per diem, accommodation and travel could be reimbursed depending on the nature of the assignment and should be not included in the daily rate.
Reasonableness of the proposed daily rate will be assessed in line with the available project budget; once agreed upon a rate, the applicant shall be included in the pool of experts. If the proposed daily rate is considered unreasonable or if a mutually acceptable rate cannot be agreed upon, a candidate will not be included into the pool of experts.
Furthermore, applicants could be selected for an individual interview with the selection panel to make the final decision.

Please note that incomplete applications will be disqualified automatically and will not be considered in the evaluation process. Only successful candidates will be contacted for an interview.
Contracting arrangements
Successful applicants will be selected and placed on the UCORD expert pool for a period of up to 3,5 years, but not later than November 2026. Inclusion in the pool does not guarantee a contract during this period. Experts will be contacted when specific service requests arise and will be asked to indicate availability and interest against a specific Terms of Reference outlining the deliverables of the assignment. Tasks assigned in each individual assignment may include one or more of the stated above areas.
