Remuneration: USD 765 – USD 885 before taxation

Full-time position

Objective

The Partnership Officer acts as the primary point of contact for and support to ACTED Ukraine’s implementing partners (based in Sloviansk or Sievierodonetsk). This includes providing support and acting as the key interlocutor on Monitoring & Evaluation (M&E) related to the partners’ programming, capacity building, donor reporting and compliance and general communication and liaison between ACTED and its partners. The Partnership Officer is also responsible for the internal coordination of other ACTED departments with regards to partnerships.

DUTIES & RESPONSIBILITIES

General

  • The primary point of the communication between ACTED and partners
  • Responsible for compliance with ACTED policies on “Contractual Modalities with Implementing Partners and Service Providers”
  • Lead on and coordinate partner identification and due diligence processes
  • Ensure all partners are informed and aware of their contractual commitments
  • Ensure partners are appropriately trained
  • Supervise ACTED sub-grant allocation processes (negotiated agreements and call for proposals).
  • Coordinate the review of civil society partner grant applications
  • Manage Partner – ACTED reporting flow, including verification of Partner accountability documentation where required

 Internal Coordination

  • Working with the Project Development and the Finance Department, responsible for establishing and implementing partner grant management system and ensure internal and donor reporting requirements are met
  • Working with the AME Department, contribute to the development of partner M&E Plans, including work on log-frames and indicators, and ensure that project indicators are regularly and systematically monitored and reported
  • Working with the Finance Department and Compliance/Transparency Department develop partner payment, audit and expenditure verification plans, and monitor/coordinate their implementation
  • Working with the relevant Progamme department, ensure that project kick-off/close-out and lessons learning meetings are held and that partners are fully informed of their role and commitments
  • Working with the Logistics and HR departments, in line with ACTED’s partner classification system, ensure partner follow appropriate Logistics (incl. procurement) and HR (incl. recruitment) procedures
  • Working with relevant ACTED departments, report issues of partner non-compliance and ensure compliance action plans are developed and implemented

 Capacity Building

  • Ensure that partners implement appropriate project management and accountability tools and systems
  • With partners and with ACTED departments develop and implement organizational and technical capacity building plans, as relevant to the programmes implemented with/through partners

Essential Requirements:

  • Formal qualifications at graduate or postgraduate level
  • At least 2-3 years’ experience working in a managerial or liaison capacity within a humanitarian or development programme with an international organisation
  • Experience in relevant field – e.g. M&E; training and capacity building; project development; civil society programme
  • Good computer skills, including Microsoft Word, PowerPoint and Excel
  • Excellent communication skills, both written and spoken
  • Fluent oral and written English
  • Good interpersonal and motivational skills
  • Flexible/motivated

 Preferred requirements

  • Experience in partnership management in the humanitarian or development sector
  • Experience working with major institutional donors and agencies such as the ECHO/EC and USAID preferred
  • Track record of working with development partners in preparation & implementation of complex programmes
  • Strong writing skills in English, including previous proposal and report writing experience
