Project Summary:
The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a six-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anti-corruption efforts, and reduce citizen tolerance to corruption. SACCI works with the wide spectrum of anti-corruption stakeholders, including the specialized anti-corruption bodies, governmental institutions at national and local levels, the private sector, and civil society watchdog organizations. SACCI seeks to promote transparency and accountability during the time of the Russia’s aggression and the Ukraine reconstruction efforts. SACCI supports the Ministry for Communities, Territories, and Infrastructure Development of Ukraine (the Ministry) in creating an effective system for preventing corruption in reconstruction processes to ensure transparency and accountability.

Position Summary:
The Business Analyst will support the Ministry. The Analyst will be responsible for analyzing and preparing the business processes for developing the GIS software for transparent and accountable recovery and reconstruction efforts in Ukraine under the technical concept of GIS for regional restoration and development. The software will be aimed to account for and monitor data on the social-economical development on the local and regional levels, regional development strategies and recovery plans, tracking the implementation of recovery and development processes on the local, regional, and national levels of Ukraine. This is a short-term position with an expected level of effort of up to 80 working days.
Responsibilities:
- Define the GIS user types according to the Technical Concept.
- Conduct comprehensive analysis of business processes related to the development of GIS software for transparent and accountable recovery and reconstruction efforts in Ukraine.
- Prepare detailed documentation and reports on the business processes, including process flows, data requirements, and system specifications.
- Collaborate with technical teams to ensure the successful development and implementation of the GIS software.
- Communication with interested parties.
- Supervise the GIS for regional reconstruction and development software development.
Qualifications:
- Bachelor’s degree in computer science, information systems, business administration, or a related field is required.
- Minimum three years of experience as a Business Analyst or related position is required.
- Experience creating API specifications and data models.
- Experience in preparing software requirements (BRD, SRS), user stories, use cases, functional and non-functional requirements.
- Knowledge of notations and standards: BPMN, JSON, YAML, open API, UML.
- Knowledge and understanding of web applications, APIs, client-server architecture, SQL and non-SQL databases, microservices architecture, containers and orchestrations.
- Understanding of SDLC and basic methodologies (Scrum, Kanban, Waterfall).
- Fluency in written and oral Ukrainian is required. Fluency in English is preferred.
