Workforce Development Specialist
Background
The USAID Harvest Activity enables supported male and female grain and oilseed farmers, including marginalized and underserved groups, to return production and income for target commodities to at least pre-war levels while improving production efficiency and profitability and position farmers to market their crops more successfully and profitably in the wartime context.
Position Description
The Workforce Development Specialist is responsible for guiding, planning, and ensuring an integrated and effective approach to implementation and oversight of training and re-skilling activities for the USAID Harvest Activity under Objective 3: Market System Efficiency and Inclusiveness Improved. Under the leadership of the Market System Support Team Lead, and consistent with USAID Harvest’s approved annual work plan, the Workforce Development Specialist will work collaboratively with the project’s technical teams across implementation areas to ensure that all training and re-skilling activities are in line with Program priorities and best practice, as well as the needs and expectations of government counterparts, private agribusiness sector stakeholders, and USAID regulations. The Workforce Development Specialist will regularly confer with USAID Harvest project leadership, technical managers, as well as operations and Strategic Investment Fund team members to provide support that contributes to improving Ukraine’s agricultural market system support efficiency and inclusivity through workforce development initiatives. This role will ensure that training and re-skilling activities are successfully implemented, responsive to emerging opportunities and needs, and sustainable. The Workforce Development Specialist will also provide technical assistance to project staff related to trainings; cooperate with the Grants Team to develop grants activities, monitor their implementation, and report progress achievements; and track workforce development performance indicators in cooperation with the Monitoring, Evaluation and Learning (MEL) Team.
Responsibilities
Specific tasks and responsibilities for this position include, but are not limited to:

Lead the successful implementation of all workforce development activities (training and re-skilling) as defined in the approved annual work plan or its revisions, grant agreements and subcontracts, or as otherwise required.

Identify, engage, and manage workforce development strategic partnerships. Seek opportunities for effective linkages and improved dialogue with agricultural and value chain stakeholders, academic institutions, business organizations, and government counterparts, including municipal representatives. Develop, deliver, and manage implementation activities that result from these interactions.

Prepare technical scopes of work for short-term consultants, develop requests for applications (RFAs) to award grants and requests for proposals (RFPs) to award subcontracts, coordinate and oversee assignments of consultants, grantees, and subcontractors relating to workforce development.

Maintain technical quality control for all assigned areas of training and re-skilling-related work, including design and implementation of training curricula and development of a cohesive, integrated, and sustainable training system. Illustrative delivery mechanisms include classroom training, on-the-job training, internships, apprenticeships and job shadowing opportunities.

Ensure that the performance targets and deliverables relating to training and re-skilling, as defined in annual work plans or otherwise agreed, are completed in a timely and cost-effective manner and that they meet high quality standards.

Coordinate with various project operational and technical teams and external stakeholders, including on logistical issues, to ensure smooth implementation of training and re-skilling programs.

Coordinate with USAID and other donor-funded projects to support improved coordination and knowledge sharing relating to training and re-skilling programs.

Provide input to USAID Harvest’s annual work plans; monitoring, evaluation, and learning (MEL) plans and activities; and daily, weekly, quarterly, and annual reporting and planning, as assigned.

Travel to support and/or report on project activities, if feasible and when determined to be safe.

Liaise with assigned grantees to ensure compliance with all terms of their respective grant agreements.

Other duties as assigned by Objective 3: Market Systems Support Team Lead
Qualifications
The ideal candidate will combine project management and technical skills. Required and/or preferred qualifications for the Workforce Development Specialist position include:

Bachelor’s degree in a field related to leading education and training programs, or comparable level of experience, required.

At least four years of relevant work experience required, with demonstrated knowledge and skills in education and training, two years of which should be preferably as a training manager or similar role.

Management experience is required. Previous training of trainers (ToT) experience, ToT certificate is preferred.

Experience working with USAID-funded programs or other international donor-funded programs is highly preferred.

Demonstrated knowledge and capacity to independently plan and manage training and re-skilling activities in cooperation with the Government of Ukraine and private sector stakeholders required.

Advanced written and oral communications skills for working in Ukrainian and English required.

Ability to prioritize and manage multiple tasks with appropriate problem-solving skills.
