PURPOSE OF THE POST
To contribute to the development and management of the country security strategy and advice and support the WHO Country Office or Sub-Office on security issues in order to create an effective security culture within the Country Office including the WHO Hubs or Country Offices in Ukraine, thereby enabling WHO personnel to operate and deliver programes under acceptable risks in accordance with the UN Security Management System and WHO Security Policies.
OBJECTIVES OF THE PROGRAMME
Design and implement appropriate guidelines and measures in line with UN Security Management System, to upgrade the security and safety of personnel, their recognized dependants and the premises within the designated area of assignment;
ORGANIZATIONAL CONTEXT
Under the general oversight of the Field Security Officer (FSO) Team Lead for the WHO Ukraine Country office and the direct supervision of the Field Security Officer (FSO) at the area of assignment, and in coordination with the UNDSS Security Advisers in the field, the incumbent will serve as the National Professional Officer/Security in the area of assignment and will work under the oversight of the FSO. The incumbent is expected to: support the FSO to provide technical advice to the Head of the WHO Office of assignment; develop and implement security management policies and strategies within the area of assignment.
SUMMARY OF ASSIGNED DUTIES
The incubent will:
- Support the FSO to conduct a threat and risk assessment of operations in the areas where WHO projects are implemented; identify and implement appropriate risk mitigation measures
- Advise, assist and be instrumental in implementing the Security Risk Management Measures (SRMM) as well as the Residential Security Measures in the area of assignment
- Support the FSO, especially in his absence, to provide advice to the Head of the WHO regarding the inclusion of security and safety as a key element in the area of assignment
- As required, respond to, support and advise the Head of Office and all programmes and activities in the area of assignment, in humanitarian, development and emergency settings
- Support the development and use of simulation exercises to ensure that plans and policies are practiced and institutionalized
- Supervise the operation and maintenance of effective office security installations and equipments
- Liaise with law enforcement and/or safety/security authorities and with other government counterparts as necessary
- Conduct field security assessments examining Plan’s resources, assets, compounds, residences, field sites and projects and compile a security report with recommendations
- Assure that all personnel (international/national) receive a briefing on personal security, security policies and the security plan
- Conduct training session to ensure compliance with SRMM, RSM and overall UN Security Management System Policies; and ensure maintenance of security best practices within the area of assignment
- As required, undertake field missions within the area of assignment, to become familiar with specific situations, address specific security issues, perform security assessments; monitor security preparedness and field training. Provide a follow-up report with clear recommendations after each visit
- Under the supervision of the FSO, monitor national events and keep Head of Office abreast of all security-related developments
- Perform any other relevant duties as required

FUNCTIONAL SKILLS AND KNOWLEDGE SPECIFIC TO THE POST
Relevant military or police training, direct field experience in an internantional context such as UN system organization field operations, UN peacekeeping operations
Knowledge of UN security management system
Proven analytical skills
Investigation background would be an asset
REQUIRED QUALIFICATIONS
EDUCATION
Essential: University degree in public or business administration, social or political sciences, international relations, government or law.
EXPERIENCE
Essential: Two years of relevant professional experience at national within governmental and/or corporate agencies and/or relevant military or police service.
Desirable: Experience at international level and/or with an international organization would be an asset.
LANGUAGES
Essential: Excellent knowledge of English, Ukrainian and Russian.
Desirable: Knowledge of other official language(s).
OTHER SKILLS
Knowledge of commonly used computer applications, Microsoft word, Excel, PowerPoint.
REMUNERATION
Remuneration comprises an annual base salary starting at USD 37,537 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
