General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Demonstrable organizational, analytical, communication and interpersonal skills

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education: Advanced degree in a relevant field

Experience: Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • First-level university degree in law;
  • Minimum of six years of relevant professional experience;
  • Practical experience in civil and/or criminal law;
  • Knowledge of international human rights law;
  • Professional fluency in the English language, including experience in drafting reports;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Ability to operate windows applications, including word processing and e-mail.

Desirable:

  • Knowledge of the regional political situation and the legal system of the mission area;
  • Previous experience in field missions;
  • Working knowledge of Ukrainian and/or Russian language(s).

Tasks and Responsibilities

Initial duration of appointment/assignment for this post is until 31 March 2018, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM and with due consideration to recommendations of the UN International Civil Service Commission. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the overall supervision of the Head of the Human Dimension Unit, the Rule of Law Adviser will be responsible for:

  1. Analysing developments related to rule of law at the national and local levels, including legislative and policy developments; providing briefings and analysis on such developments to Mission management; identifying trends and proposing new areas of work for the Mission;
  2. Drafting reports on human rights and rule of law issues on the basis of information gathered by Monitoring Teams;
  3. Providing support and guidance to Monitoring Teams in the field on rule of law issues, with a focus on strengthening monitoring and reporting on these issues;
  4. Co-ordinating closely with other members of the Human Dimension Unit to strengthen human dimension monitoring and reporting in the Mission, by providing expertise on legal or rule of law issues relevant to other thematic portfolios;
  5. Establishing and maintaining contacts with national authorities, NGOs, universities and research institutions as well as with international organizations and other field operations on human rights- and rule of law-related issues;
  6. Supervising two National Rule of Law Officers;
  7. Performing other duties as assigned.
