CRDF Global is seеking for the local Legal Expert (contractor)

CRDF Global organizes a wide variety of projects activities that require services and support from Legal Matter Experts. It includes providing support on the registration of technical assistance projects in the SCMU following Ukrainian legislation and other legal services related to implementing international technical assistance projects in Ukraine and other countries where CRDF Global implements projects. In close collaboration with the Deputy Program Manager and Project Leads, the Legal Subject Matter Expert will ensure the preparation of the necessary accompanying documents to register technical assistance projects and provide legal support for these processes. Legal Subject Matter Expert will be involved in accompanying CRDF Global staff in the above-mentioned issues and other matters issues on their request. As such, CRDF Global requires ongoing, flexible, and lasting partnerships with experts in the field.

Scope & Tasks: 

RFP Subject Matter Expertise: Legal Expert  

The selected subject matter expert(s) (hereafter, “SMEs”) would be expected to provide contracted services such as, but not limited to:

1. Provide legal support to the representatives of CRDF Global, relevant organization beneficiaries and their recipients in different fields of law for projects implementation.
2. Provide analytical support to the meetings, working on legal issues by preparing relevant legal briefs.
3. Participate and contribute to professional events involving CRDF Global representatives, Government representatives, think-tanks, private sector representatives (discussions, roundtables, meetings, public hearings).
4. Overseeing client and vendor contracts.
5. Drafting legal documents.
6. Work with legal permits and technical assistance projects registration activities
7. Provide inputs to monthly reports on the work and deliverables.
8. Development and analysis of contracts and other legal documents
9. Legal support of procurement and grant awards process
10. Other tasks as assigned.

Regarding the provision of consulting services in the framework of International Technical Assistance (ITA) projects:

1. Organization of interaction with the Cabinet of Ministers, beneficiaries, and recipients on issues of registration, re-registration, monitoring and reporting of international technical assistance projects.
2. Work with recipients and beneficiaries on taxation of international technical assistance.
3. Consultations on the application of VAT benefits and customs excises during the implementation of ITA projects. Proper registration of the procedure for applying for benefits.
4. The issue of including CRDF in the list of donors that can provide budget grants (grants that are exempt from personal income tax and military duty)
5. Support of procedures for transfer of international technical assistance to recipients.
6. Carrying out explanations and consultations on the peculiarities of the implementation of international technical assistance projects, and their interaction with government agencies.
7. Sessions/Office hours for the OpSupport team on issues related to ITA projects.
